대구경찰청은 최근 국민권익위원회가 수사를 의뢰한 대구시의회와 동구·서구·북구·달서구·군위군의회 등 6곳의 해외연수비 허위 청구 사건 수사 결과를 발표했다.

검찰에 송치된 이들은 구의원 1명, 의회 소속 공무원 13명, 여행사 관계자 8명 등 총 22명으로, 모두 업무상 배임 혐의를 받고 있다. 이들은 2022년 9월부터 올해 6월까지 항공료를 부풀려 출장비를 과다 청구, 의회별로 적게는 146만 원에서 많게는 1,270만 원, 전체 금액은 약 3,800만 원에 달하는 손해를 준 것으로 조사됐다.

논란의 핵심은 6개 의회 모두에서 비리가 드러났지만 검찰에 송치된 의원은 고작 1명뿐이라는 점이다. 반면 공무원 13명이 검찰에 넘겨졌다.

이에 대구경실련은 4일 발표한 성명에서 “담당 공무원들이 의원들의 요구나 지시 없이 출장경비를 허위·과다 청구했다는 건 상식적으로 이해하기 어렵다”고 지적했다. 이어 “경찰 수사가 부실했거나 지방의회 차원의 조직적 수사 방해가 있었다는 뜻”이라며, “비리의 책임을 공무원에게 미룬 것”이라고도 비판했다.

우리복지시민연합 역시 “해외연수 부정의 주범인 지방의원 가운데 구의원은 한 명뿐이라 수사 부실 논란이 예상된다”며, “이 사건은 단순한 일탈을 넘어 의회와 여행사 간 유착의 고리가 드러난 것”이라고 강조했다.

한편 대구시의회와 북구의회는 ‘여행사 단독 범행’으로 결론 났으나, 대구경실련은 “여행사가 수수료를 더 받으려고 출장계획서를 부풀려 제출하는 일이 반복됐다면 의회 사무국도 모르긴 어렵다”며 비판의 목소리를 높였다.

특히, 이들 두 곳 의회는 2021년 1월부터 최근까지 여행사와의 해외연수 계약 내역을 시민단체가 정보공개 청구했으나 ‘정보 부존재’라는 답변을 내놨다. 대구경실련은 “이는 정식 계약 없이 비정상적으로 여행사와 계약했음을 보여주는 것”이라고 꼬집었다.

대구경실련의 청구 결과, 2021년 1월부터 2024년 4월까지 여행사와의 해외연수 계약 내역을 공개한 곳은 수성구의회 한 곳뿐이었다. 나머지는 모두 ‘정보 부존재’로 대응했다.

수사 중에도 연수 강행…달서구의회 ‘빈축’

비판이 가장 집중되고 있는 곳은 달서구의회다. 달서구의회는 허위·과다 청구 의혹에 대한 경찰 수사가 한창이던 와중에도 지난 4일, 4박 6일 일정의 대만 연수 계획을 확정했다. 오는 9일부터 14일까지, 의원 10명과 직원 4명이 대만 타이베이·신베이·신주 지역 등을 방문할 예정이다.

이에 대구경실련은 “해외연수를 강행한다면 달서구의회는 연수비 허위 청구의 책임을 공무원에게 미루고도 거리낌 없이 해외연수를 추진하는 지방의회가 되는 셈”이라고 비판했다.

우리복지시민연합 역시 “시민의 혈세로 출장비를 허위 청구한 파렴치에 대구 시민들은 분노와 배신감을 느끼고 있다”며, “공직자의 윤리와 도덕을 내팽개친 지방의회와 공무원의 행태를 규탄한다”고 목소리를 높였다.

시민단체들은 검찰의 엄정한 처벌, 부당 이익 환수 및 관련자 징계, 추가 수사, 그리고 지방의회의 해외연수 중단을 촉구했다.

우리복지시민연합은 “대구 지방의회는 이번 사태를 심각히 받아들이고, 시민 신뢰 회복을 위해 스스로 해외연수를 중단해야 한다. 시민 세금을 쌈짓돈처럼 쓰는 해외연수 관행은 이번 기회에 반드시 끊어야 한다. 정말 가고 싶다면 개인 돈으로 가라”며 강하게 말했다.

They added, "This case goes beyond a simple deviation and exposes the collusion between the council and the travel agency."

Meanwhile, the Daegu City Council and Buk-gu District Council concluded that the travel agency was the sole perpetrator. However, the Daegu Citizens' Coalition for Economic Justice criticized the case, stating, "If the travel agency repeatedly submitted inflated travel plans to increase commissions, it's difficult to believe the council secretariat was unaware of it."

Notably, these two councils responded to a civic group's request for information disclosure regarding overseas training contracts with travel agencies from January 2021 to the present with a "nonexistent" response. The Daegu Citizens' Coalition for Economic Justice criticized the request, saying, "This demonstrates that the travel agencies were contracted in an irregular manner without a formal contract."

According to the Daegu Citizens' Coalition for Economic Justice, only the Suseong District Council disclosed details of overseas training contracts with travel agencies from January 2021 to April 2024. All others responded with "lack of information."

Dalseo District Council Faces Criticism for Pushing Forward with Training Despite Investigation

The Dalseo District Council is facing the most criticism. Even amidst a police investigation into allegations of false and excessive claims, the council finalized a six-day, four-night trip to Taiwan on the 4th. Ten council members and four staff members are scheduled to visit Taipei, New Taipei, and Hsinchu, Taiwan, from the 9th to the 14th.

The Daegu Citizens' Coalition for Economic Justice criticized the council, stating, "If the Dalseo District Council pushes ahead with the overseas training program, it will become a local council that deflects responsibility for false claims of training expenses onto public officials and then shamelessly pursues the program."

The Citizens' Coalition for Welfare also raised its voice, stating, "Daegu citizens are outraged and betrayed by the shameless act of falsely claiming travel expenses using taxpayer money. Civic groups demanded strict punishment from the prosecution, the recovery of ill-gotten gains, disciplinary action against those involved, further investigations, and the suspension of overseas training programs by local councils.

The Citizens' Coalition for Welfare strongly urged, "The Daegu local council must take this incident seriously and voluntarily halt overseas training programs to restore public trust.
