해당 출장은 국민권익위원회의 전수조사 결과에도 포함된 사례로, 취소수수료 과다 지급과 여비 미환수 문제 등이 지적됐다.

권익위는 지난해 12월 16일 발표한 지방의회 국외출장 실태 점검에서, ‘동구의회’가 2023년 몽골 출장과 관련해 의원 1인의 출장을 일신상의 이유로 취소했음에도 불구하고 여비 환불을 받지 않았다고 밝혔다. 

이는 잔여 인원의 여행단가 상승을 이유로 든 것이며, 권익위는 이 같은 취소수수료 과다 지급과 허위 청구 행위 등에 대해 수사 의뢰와 함께 환수, 징계 등 조치를 지자체에 통보했다.

또한 언론보도에 따르면 동구의회 의원 9명과 직원 등 12명은 2023년 7월 몽골 울란바토르시 성긴하이루항구를 방문했으며, 이 중 A 의원은 이틀 만에 조기 귀국했으나 여비를 반납하지 않았다. 

권익위는 동구청 감사실에 환수를 요청했지만 아직 조치가 이뤄지지 않았다. 이에 대해 해당 의원은 “몸이 아파 귀국했고, 공식 일정은 모두 소화했기 때문에 반납 의무가 없다”고 주장하고 있다.

대구경실련은 문제의 핵심이 단순 여비 환수 여부를 넘어선다고 지적한다. 특히 A 의원이 ‘1박2일 일정까지만 공식행사였고, 이후는 개인일정이었다’고 해명한 점에 주목했다.

만약 나머지 일정이 실제로 관광 위주였다면, 이는 외유성 출장이라는 비판을 피할 수 없다는 것이다.

The trip in question was also included in the results of the National Human Rights Commission's comprehensive investigation, and issues such as excessive payment of cancellation fees and non-recovery of travel expenses were pointed out.

In the inspection of the status of local council overseas business trips announced on December 16 last year, the Human Rights Commission stated that the 'Dong-gu Council' did not receive a refund of travel expenses despite the cancellation of one member's trip to Mongolia in 2023 due to personal reasons.

This was due to the increase in the travel unit price of the remaining members, and the Human Rights Commission requested an investigation into the excessive payment of cancellation fees and false claims, and notified the local government of measures such as refunds and disciplinary actions.

In addition, according to media reports, 12 people, including 9 members of the Dong-gu Council and staff, visited Sunginhairu Port in Ulaanbaatar, Mongolia in July 2023, and among them, Assemblyman A returned home early after two days but did not return the travel expenses.

The Rights and Interests Committee requested a refund from the Dong-gu Office Audit Office, but no action has been taken yet. In response, the assemblyman claims, “I returned home because I was sick, and I completed all of my official schedules, so I have no obligation to return them.”

Daegu Citizens’ Coalition for Economic Justice points out that the core of the issue goes beyond the simple refund of travel expenses. In particular, it noted that Assemblyman A explained, “It was an official event only up to the 2-day and 1-night schedule, and the rest was a personal schedule.”

If the rest of the schedule was actually focused on tourism, it is inevitable that it will be criticized as an overseas business trip.
