【브레이크뉴스 대구】진예솔 기자=대구·경북 지역 지방자치단체의 주민 직접참여제도가 사실상 유명무실하다는 지적이 제기됐다.

대구경제정의실천시민연합(대구경실련)은 13일 발표한 자료에서 대구·경북 내 주요 주민참여 제도의 운영 실적이 매우 저조하다고 밝혔다. 

주민소환제 도입 이후 이 지역에서는 주민소환투표와 발의가 한 건도 없었던 것으로 나타났다. 주민투표 역시 영주시 ‘평은면 소재지 이전’ 1건을 제외하면 모두 중앙정부 요구로 진행된 사례였다. 

주민들이 직접 발의해 지역 주요 정책을 결정한 사례도 사실상 전무했다. 주민조례발안은 1999년 제도 도입 이후 지방의회 심사 사례가 8건에 그쳤고, 주민감사청구도 대구시와 경북도에서 각 4건씩 실시된 데 그쳤다.

주민자치회 설치 역시 전국 최저 수준에 머물렀다. 대구는 일부 동에서만 제한적으로 운영되며, 경북도 일부 시·군에 그쳤다.

대구경실련은 “지방권력 감시와 견제 기능이 구조적으로 약화돼 있다”며 “제도는 있으나 실질적으로 작동하지 않는 종이호랑이에 불과하다”고 지적했다.

주요 원인으로는 지나치게 높은 참여 요건이 꼽혔다. 주민소환·주민투표·주민조례발안 등은 일정 비율 이상의 대규모 서명을 요구해 주민 접근성이 떨어진다는 것이다. 여기에 지방자치단체와 지방의회의 소극적인 태도까지 더해지면서 제도 활용이 더욱 위축됐다는 분석이다.

지난 2월 국회 행정안전위원회가 의결한 ‘대구경북통합특별시 특별법안’에 대해서도 주민 권리 확대보다는 행정·권한 특례에 초점이 맞춰져 있다는 점을 비판했다. 주민참여 관련 조항이 선언적 수준에 머물러 실질적인 권한 강화와는 거리가 있다는 주장이다.

대구경실련은 “지방자치는 주민이 직접 참여하고 통제하는 것이 핵심”이라며 “주민소환, 주민투표 등 직접참여 제도의 문턱을 대폭 낮춰야 지방행정의 민주성과 책임성을 높일 수 있다”고 강조했다.

Criticism has been raised that direct resident participation systems in local governments in the Daegu and Gyeongbuk regions are virtually nominal.

In data released on the 13th, the Daegu Citizens' Coalition for Economic Justice (Daegu CEJ) stated that the operational performance of major resident participation systems in Daegu and Gyeongbuk is extremely poor.

Since the system was introduced in 1999, there were only eight cases of resident ordinance initiatives reviewed by local councils, and requests for resident audits were limited to just four cases each in Daegu City and Gyeongbuk Province.

The establishment of resident self-governing councils also remained at the lowest level nationwide. In Daegu, they are operated on a limited basis only in certain neighborhoods, while in Gyeongbuk Province, they are limited to only a few cities and counties. Daegu Citizens' Coalition for Economic Justice (Daegu CCEJ) pointed out that “the functions of monitoring and checking local power have been structurally weakened,” stating that “the systems exist but are nothing more than paper tigers that do not function in practice.”

Excessively high participation requirements were cited as a major cause. It was noted that measures such as resident recalls, referendums, and resident ordinance initiatives require large-scale signatures exceeding a certain percentage, making them inaccessible to residents. Analysis suggests that the passive attitude of local governments and local councils has further dampened the utilization of these systems.

Regarding the “Special Act on the Integrated Daegu-Gyeongbuk Special City,” passed by the National Assembly’s Public Administration and Security Committee last February, the coalition criticized the fact that the focus is on special provisions regarding administration and authority rather than the expansion of residents’ rights. They argued that provisions related to resident participation remain at a declarative level, far removed from the substantial strengthening of authority.

Daegu CCEJ Daegu Citizens' Coalition for Economic Justice emphasized, “The core of local autonomy is direct participation and control by residents,” adding, “The thresholds for direct participation systems, such as resident recall and referendums, must be significantly lowered to enhance the democracy and accountability of local administration.”
