이에 따라 제9대 중구의회는 지난 3년간 3명의 의장이 재직 중 형사처벌을 받은 초유의 사례를 남기게 됐다. 대구경실련은 “이들 비리는 위계에 의한 공무집행방해, 허위공문서작성, 주민등록법 위반 등 소위 ‘잡범 수준’의 사안으로, 지방의회의 민낯을 그대로 보여주고 있다”며 “민망함을 넘어 부끄러운 기록”이라고 비판했다.
특히 대구경실련은 중구의회가 정작 더 경미한 사안으로 김효린 의원과 이경숙 전 의원에게 각각 출석정지 30일의 중징계를 내렸던 점을 지적하며, 김동현 의장과 김오성 의원에게는 어떠한 징계 절차도 진행하지 않는 이중적 태도를 강하게 비판했다.
과거 김오성 의원은 당시 의장 자격으로 이경숙 전 의원의 위장전입에 대해 의원직 상실을 강하게 밀어붙였던 인물이다. 대구경실련은 “주민등록법 위반으로 의원직을 상실한 이경숙 전 의원과 달리, 같은 위반으로도 의원직을 유지하는 김오성 의원의 태도는 파렴치하다”고 지적했다.
대구경실련은 “중구의회가 스스로의 윤리를 회복하고 시민의 신뢰를 되찾으려면 즉각 김동현 의장과 김오성 의원에 대한 중징계 절차를 개시해야 한다”고 강조했다.
