중구의회 소속 김오성, 김동현, 배태숙 의원은 19일 중구청에서 기자회견을 열고 " 권경숙, 이경숙, 김효린 의원은 주민의 민생이 걸린 예산을 볼모로 잡는 행위를 중단하고 예결위로 복귀하라"고 말했다.

이어 "세 명의 의원은 기자회견을 통해 본인들의 요구안이 수용될 때까지 추경 심사가 불가하다고 동료의원들의 동의도 없이 일방적으로 선포했다." 며 " 속개 시간도 정하지 않아 무기한 정회가 되어버리는 바람에 나머지 3명의 의원은 속개가 이뤄지길 하염엽이 기다리고 있다“고 주장했다.

이들은 그러면서 "권경숙 위원장에게 동료의원들의 다른 의정활동을 할 수 있는 숨을 틔워주고, 집행부 직원이 주민을 위한 행정에 매진할 수 있도록 산회라도 선포해 달라고 했지만 이마저도 거부한 상황“이라며"의회의 기능을 마비시키지 말고 조속히 예결위로 복귀할 것"을 촉구했다.

김오성 중구의회 의장은 "추경에는 사회 약자들에 대한 예산이 대거 들어가 있다."며" 빨리 처리를 해야 하는 상황"이라고 강조하고 나섰다. 

이에 대해 이번 논란의 중심에 있는 세 명의 의원들은 입장이 다르다.

권경숙 위원장은 "이미 본예산은 통과가 되었다. 추경예산의 경우 26일 날 다시 논의 할 생각을 하고 있었다.”고 설명했다.

같은 날 기자회견을 연 권경숙, 이경숙 , 김효린 의원은 ”본 예산 심의과정에서 구청장 공약사업 '이인성 아르스 공간조성사업' 35억 예산 삭감이라는 이유로 집행부의 폭언과 폭력을 겪어야 했다."고 주장하며 "그것도 모자라 집행부의 조장으로 의심되는 2차 가해가 있었다."며 억울함을 호소했다.

이들은 "관변단체장 6명을 포함해 9명의 주민이 의회에 찾아와 욕설과 협박을 쏟아냈다"며 "이와 관련 관광진흥과에서 해설사와 약령시 상인 등을 선동하려 전화를 돌린 정황도 포착됐다“고 강조했다. 

그러면서 "김오성 중구 의장님은 지금까지 집행부에는 어떠한 공문도 내려 보내지 않았으면서 3명의 의원에게 사과를 받아 주라고 전화하셔서 당혹감을 감출 길이 없다." 며  "집행부의 하수인이 아니라면 여성의원 3인을 보호하고, 집행부에 적절한 징계를 위한 촉구안을 내려주시길 부탁드린다."고 덧붙였다.

실제 김 의장은 이들 주장처럼 집행부와 따로 접촉한 사실조차 없으며 "본회의장 밖에서 일어난 일이기 때문에 이렇게까지 키울 일이 아니라 생각해 의원들에게 사과를 받으라고 권유했다."고 밝혔다.

이 가운데  권경숙, 이경숙 , 김효린 의원은 "22일까지 요구사항이 이행되지 않으면 법적 조치에 나서겠다."는 입장을 밝혔으나 류규하 중구청장은 공개사과에는 다소 부정적인 태도를 취하고 있어 갈등은 쉽게 봉합되지 않을 것으로 전망된다.

논란이 지속되는 가운데 의회가 삭감 처리한 2023년도 사업 예산에 대한 궁금증도 커지고 있다. 정치권에서는 특정 인물들의 이권 개입 등은 없는 사업인지를 꼼꼼히 살펴봐야 한다는 지적이 일고 있다.
