4일 오전 대구 중구의회는 제9대 후반기 의장단 구성을 위한 투표를 실시해 배태숙 구의원을 의장으로, 김효린 구의원을 부의장으로 선출했다고 밝혔다.

운영위원장은 임태훈 구의원이 맡았으며 도시관광위원장에는 권경숙 구의원이 당선됐다.

이들 중 배태숙 구의원은 유령회사를 설립해 구청과 1천800만원 상당의 수의계약을 맺은 혐의로 검찰에 불구속 송치된 상태다. 또한 북구에 거주하면서 중구에 허위로 전입신고를 해 주민등록법을 위반한 혐의도 받고 있다.

김효린 구의원은 상표법 위반 혐의로 검찰에 송치된 바 있다. 또한 중구청의 ‘공예·주얼리산업의콜라보 지원 사업'에 참여해 보조금을 지원받았다가 별도의 사업자등록 보유한 것이 알려져 보조금 환수 처분을 받은 사실도 문제로 지적된다.

권경숙 의원은 구청과 수의계약을 맺어 지방자치법, 이해충돌방지법 위반 논란으로 제명 조치를 받았으나 법원의 제명 효력정지 가처분 인용으로 복직했다. 현재 법원의 본안 소송 판결을 기다리고 있는 상태다.

각종 비위에 연루된 이들이 후반기 의장단으로 선출되자 시민단체는 즉각 반발에 나섰다.

대구참여연대는 “중구의회는 이들을 징계하거나 최소한 진행 중인 사건이 완료되기 전까지는 요직을 맡기면 안 되었다”며 “사익을 추구하고 범법 행위를 한 사람이 의회를 대표할 자격이 있는가”라고 꼬집었다.

아울러 “윤리를 내 던지고 주민을 농락한 중구의회는 존재할 가치도 없다”고 맹비난하며 중구의회 의원 전원 사퇴를 촉구했다.
