지난달 15일 중구도심재생문화재단 사무실을 방문한 김효린 의원과 이경숙 의원이 재단 업무보고에서 미흡했던 부분에 대한 추가 자료를 요청하는 과정에서 논란이 불거지자 6일 중구의회 김오성 의장은 이들에 대한 윤리특별위원회 회부 및 징계 요구의 건을 구의회에 제출했다고 밝혔다.

두 의원이 재단을 방문한 직후 전국공무원노동조합 대구지역본부 중구지부는 성명서를 통해 “사전에 재단과 협의가 없이 방문해 2022년도 하반기 지출서류를 펼쳐놓고 필요한 정보가 나올 때까지 열람했다.”면서 “지출서류에는 개인정보도 포함되어 있었고 직원들의 참관 없이 열람이 진행되어 공문서 분실·훼손도 가능한 상황이었다.”며 문제를 지적했다.

이들은 “구청 과장들도 부담스러워하는 구의원들이 하위 직원들에게 서류제출을 요구했고 어쩔 수 없이 제공한 회계서류를 김효린, 이경숙 의원은 정당한 절차 없이 열람했다.”며 이를 갑질이라고 주장했다.

이들이 말하는 정당한 절차는 지방자치법 48조에 대한 것으로 ‘폐회 중에는 지방의회의 의장이 서류의 제출을 해당 지방자치단체의 장에게 요구할 수 있다’는 내용이다.

이에 대해 이경숙 의원은 “방문 일주일전 진행된 재단 업무보고에서 미흡한 자료가 있었고 당시에 안상호 상임이사에게 필요한 자료를 요청하겠다고 말씀을 드렸다.”면서 “안 이사가 ‘언제든지 자료를 요청하라’고 하셨고 자료의 양이 너무 많다고 해서 직접 재단을 방문하게 된 것”이라고 해명했다.

실제 대구 중구의회에 업무보고를 한 2월 7일 회의록에는 이 구의원이 안상호 도심재생문화재단 상임이사에게 추가 자료 요청을 하는 내용과 안 상임이사가 추가 자료를 주겠다고 하는 내용이 확인된다.

이에 대해 노조 측은 또 다시 성명서를 통해 “도심재생문화재단 상임이사가 본회의에서 언제든지 오시면 된다고 했다고 그 말이 법적 절차를 어겨서라도 의정활동에 협조하겠다는 뜻이겠는가?”라며 “감독기관의 질의에 성실하게 답변하는 차원에서 의례적으로 한 말”이라고 반박했다.

한편 앞서 중구의회에서 윤리위원회에 회부되어 징계를 받은 사례는 본회의, 행정사무감사 등 공식 석상에서 성매매 여성을 두고 ‘돈을 쉽게 번다’, ‘세 살 버릇 여든까지 간다고 다시 성매매 안 한다는 보장이 없다’며 비하 발언을 쏟아내 논란을 일으킨 홍준연 전 의원과 오토바이 뺑소니로 법원에서 벌금형을 받은 우종필 전 의원이 있다.
