이날 노조는 "2021년 공공기관 청렴도를 측정 결과 대구시가 전국 17개 특별 광역자치단체 중 최하위 성적을 기록했다" 면서 "내부청렴도 설문조사에서 간부 공무원 성희롱, 갑질 논란이 부정적으로 작용했고, 외부청렴도에서는 공사 관리 감독 업무 등이 낮게 평가된 것으로 드러났다"고 설명했다.

그러면서 "국민권익위원회의 청렴도 평가가 최하위를 기록하고도 대구시는 상식 이하 수준의 제 식구 감싸기 식으로 일관하고 있다"면서" 전 직원 대상 전수조사와 갑질 간부를 즉시 인사 조치할 것"을 요구하며 삭발식을 진행했다.

앞서 노조는 지난달 16일 대구시의회 정문 입구에서 1인시위를 진행하며 "사회적으로 모범을 보여야 할 공직 사회에서 얼마전 A국장이 직원들에게 모멸감을 주고 이번엔 B 과장이 부서직원들에게 마음에 안 든다고 수시로 폭언을 일삼는다"며 비판에 나선바 있다.

아울러 대구시 관계자는 "민권익위원회 주관 청렴도 측정조사를 대비하여 내년도 상반기 중 자체 청렴도 측정 용역시 갑질문화에 대한 구체적인 설문조사를 통해 갑질문화 근절을 위한 세부대책을 마련하여 강력 시행할 계획"이라고 밝혔다.
