대구경실련에 따르면, 대구행복진흥원은 올해 내부 공지를 통해 ‘기관 관련 부정적 기사 검색 금지’ 방침을 하달했다. 

제보에 따르면, 공지에는 ‘검색 금지 대상 기사 목록’ 28건이 함께 첨부되어 있었으며, 여기에는 기관을 직접 비판한 기사뿐 아니라 ‘대구시는 출자·출연기관 감독을 철저히 해야 한다’는 내용의 사설 등도 포함돼 있었다.

대구경실련은 “이 같은 지시는 특정 언론의 비판을 차단하려는 의도일 뿐 아니라, 기관 운영의 투명성을 훼손하는 행위”라며 “시민의 알 권리와 언론의 자유를 정면으로 부정하는 시대착오적 발상”이라고 지적했다.

논란이 불거지자 대구행복진흥원은 “취재 거부의 자유에 해당한다”는 입장을 내놓았다.

그러나 대구경실련은 “이미 과거에도 특정 언론을 상대로 취재 방해 논란이 있었던 기관이 같은 주장을 되풀이하고 있다”며 “정당한 설명이 될 수 없다”고 반박했다.

대구경실련 관계자는 “공공기관이 시민의 비판과 감시를 차단하려는 것은 민주 사회의 기본 원칙을 거스르는 행위”라며 “대구행복진흥원은 즉시 해당 지시를 철회하고, 투명한 기관 운영과 언론 대응 원칙을 재정립해야 한다”고 촉구했다. <메인사진:대구광역시행복진흥사회서비스원 캡쳐>

The Daegu Citizens' Coalition for Economic Justice (DCEJ) stated, "This directive is not only intended to block criticism from specific media outlets, but also undermines the transparency of the agency's operations. It is an anachronistic idea that directly denies citizens' right to know and freedom of the press."

Following the controversy, the Daegu Happiness Promotion Agency stated, "It falls under the freedom to refuse coverage."

However, the DCEJ countered, "An agency that has already faced controversy in the past for obstructing coverage of specific media outlets is repeating the same claim," and "This cannot be a justifiable explanation."

A DCEJ official stated, "For a public institution to block citizen criticism and oversight is an act that goes against the fundamental principles of a democratic society. The DCEJ should immediately withdraw the directive and re-establish principles for transparent agency operation and media relations."
