지난 8일 대구시행복진흥사회서비스원은 배기철 전 대구 동구청장이 신임원장으로 취임했다는 소식을 전했다.

이에 대해 대구경실련은 “홍준표 대구시장이 대구시의회의 인사청문회를 거치지 않고 대구행복진흥원 원장을 임명한 것은 ‘대구광역시의회 인사청문회 조례’ 제정 이후 세 번째”라고 밝혔다.

그러면서 “경실련이 대구행복진흥원 원장 후보자에 대한 인사청문회 성사 여부에 주목한 이유는 전임자인 정순천 전원장이 대구시 감사위원회의 감사 중에 원장직에서 사임했고, 표적감사 의혹도 제기되었기 때문”이라고 말했다.

대구경실련은 이에 대해 “제9대 대구시의회 하반기 의장단, 의회와 대구시의 관계를 가늠할 수 있는 기준이 된다”며 “앞서 대구시의회 이만규 의장이 집행부 견제에 대해 ‘수면 아래에 있어서 외부에 보이지 않는 부분이 훨씬 더 많다’고 주장한 것이 구차한 변명에 불과하다는 것을 보여주는 사례”라고 꼬집었다.

또한 “인사청문회 ‘패싱’이 수면 아래에서 조정된 결과라면 이는 대구시의회의 권한과 기능을 스스로 부정하는 일이 아닐 수 없다”며 질타를 이어갔다.
