먼저 행복진흥원은 희망마을 입소자 간 성추행 사건 조치 미흡 주장에 대해 “사실이 아니다”라고 해명했다. 대구시가 운영하고, 해당 기관이 위탁 관리하는 희망마을에서 발생한 성추행 4건 모두에 대해 피해자·가해자 분리, 전문기관 신고, 연고자 통보 등 관련 법과 자체 매뉴얼에 따라 즉각 조치했다고 설명했다.

행정사무감사에서 문제로 지적된 ‘가해자 강제 퇴소 미이행’에 대해서는 “현행 노숙인 복지법상 본인 동의 없이는 퇴소나 전원이 불가능하다”며 “현재 가해자 4명 중 2명은 이미 다른 시설로 옮겼고 나머지 2명도 전원이 가능하도록 계속 협의 중”이라고 밝혔다. 

강제 퇴소를 허용하는 법 개정 문제도 “개별 기관이 아닌 대구시와 함께 협의하며 대응하고 있다”고 했다.

또한 출자·출연기관 경영평가에서 ‘최하위 평가’를 받았다는 일부 언론 보도에 대해서도 “2023년 실적 기준으로 매겨진 평가 결과로, 2024년 7월 현 기관장 취임 후에는 기관 평가가 한 단계, 기관장 평가는 두 단계 올랐다”며 “보도와 달리 평가가 개선되고 있다”고 반박했다.

수당 부정수급 의혹에 대해서는 “2024년 대구시 감사위원회 특별감사에서 2급 실장의 시간외수당 지급이 부적정했다는 지적만 있었을 뿐, 부정수급은 아니다”라고 못박았다. 

감사 이후 해당 직급에 대한 시간외수당 지급을 중단했고, 지난해 11월에는 관리·감독 업무를 맡는 2급 실장을 수당 지급 대상에서 공식적으로 제외했다는 설명이다.

행복진흥원 측은 “시설 이용자 인권 보호와 안전을 최우선에 두고 제도 개선이 필요한 사안은 관계 기관과 적극 협의하겠다”면서 “경영의 책임성과 투명성을 높여 시민 신뢰도 회복하겠다”고 강조했다.

사실과 다른 보도가 이어지는 과정에서 임직원 인건비 등이 포함된 예산 10억 원이 삭감되는 결과가 발생했다.

행복진흥원은 “이번 예산 삭감은 논란이 된 사안들과는 무관한 사유로 결정된 것으로 이해하고 있다”고 덧붙였다.

행복진흥원 관계자는 “이번 사안을 무겁게 받아들이고, 앞으로 오해가 생기지 않도록 소통과 설명을 더욱 강화하겠다”며 “시민의 행복과 복지 증진이라는 본연의 역할에 충실하겠다”고 말했다.
