실제로 복지연합에 따르면, 희망마을의 가해자 A씨는 지난해 성추행 혐의로 집행유예를 선고받고도 별다른 관리 없이 동일 시설에 재입소해 추가 피해를 일으켰다. 직원들조차 “재범 위험이 크다”고 수차례 우려를 표명했지만, 대구행복진흥원은 가해자의 전원 조치를 미루면서 사태를 키운 것으로 전해진다.

복지연합은 “가해자에 대한 가장 기본적인 관리도 이뤄지지 않은 것은 시스템 자체가 제대로 작동하지 않고 있음을 보여준다”고 지적했다. 이어 “노숙인이라는 이유로 인권의 사각지대가 방치되고 있다”고 덧붙였다.

사건이 불거진 뒤에도 대구행복진흥원은 ‘피해자의 합의 및 처벌불원서’를 이유로 가해자를 곧바로 분리하지 않은 것으로 드러났다. 이에 대해 복지연합은 “지적 장애가 있는 입소자의 의사가 제대로 반영된 합의서인지 의문”이라며 “이런 문서로 문제를 덮으려 한 것 자체가 2차 인권 침해”라고 비판했다.

특히 언론의 취재가 본격화되자 대구행복진흥원은 뒤늦게 시설 원장 인사 조치와 가해자 전원 조치를 발표했다. 시민단체들은 이를 ‘사건 축소 및 조직적 은폐 시도’라고 지적하며, 과거 ‘언론 블랙리스트’ 논란 당시와 별반 다르지 않다고 목소리를 높였다. 복지연합은 “이사장 책임 회피를 위한 꼬리 자르기”라고도 날을 세웠다.

복지연합은 이번 사태가 단순 한 시설의 운영 미흡 문제가 아니라, 대구시 산하기관의 관리 체계 자체가 무너진 단면이라고 지적했다. 단체는 대구시와 대구행복진흥원에 ▲정밀 진상조사와 관련자 처벌 ▲피해자 중심의 보호 시스템 구축 ▲배기철 이사장의 공식 사과와 재발 방지 대책 공개 ▲2017년 대구시립희망원 사태 이후 약속했던 혁신대책의 조속한 이행 등을 요구했다.

복지연합 관계자는 “이번 일은 한 시설에 국한된 문제가 아니라, 대구행복진흥원이 여전히 '시설 중심 복지'만을 고집한 결과”라며 “대구시가 책임을 미룬다면 시민 신뢰 회복은 기대할 수 없을 것”이라고 말했다.

대구시는 현재 관련 사건에 대한 실태조사를 진행 중이라고 밝혔다. 그러나 책임자 조치 등 구체적인 후속 대책은 조사 결과를 보고 결정하겠다는 입장이다.

The group demanded that the city and the Daegu Happiness Promotion Agency conduct a thorough investigation and punish those involved, establish a victim-centered protection system, formally apologize to Chairman Bae Ki-cheol and disclose measures to prevent recurrence, and promptly implement the innovative measures promised following the 2017 Daegu City Hope Center incident.

A representative from the Korean Federation for Welfare stated, "This incident is not limited to a single facility, but rather the result of the Daegu Happiness Promotion Agency's continued insistence on 'facility-centered welfare.' If the city of Daegu shirks responsibility, it will be difficult to restore public trust."

The city of Daegu stated that it is currently conducting an investigation into the incident. However, it stated that specific follow-up measures, including disciplinary action against those responsible, will be decided upon after reviewing the results.

Civil society groups have expressed concern and criticism regarding this administrative response, stating, "This is yet another instance of 'Hope Center-style administration.'"
