대구시는 이 같은 자금 거래를 알고 있었음에도 2023년 6월 경제부시장이 ‘기금은 대구전통시장진흥재단을 통해 집행하라’는 공문을 보냈지만, 2025년 1월에도 10억 원 상당이 민간 단체 계좌로 송금된 것으로 확인됐다.

이는 대구시가 1년 이상 대형마트 평일휴무 찬성 대가로 자금이 오가는 사실을 알면서도 방치한 결과로 볼 수밖에 없다. 민원을 제기한 상인들에게 ‘향후 기금은 재단에서 관리한다’고 안내한 것도 시민을 기만하는 행태였음이 드러났다.
