단체는 "특정 연령에 따라 무임승차 여부를 가르는데 보완책이 있을 수 없고, 소득에 따라 무료, 할인 등을 적용하는 것도 현실적으로 무리"라며 "대구시에서 어떤 대책을 제시해도 미봉책에 불과하고 오히려 불평등이 악화할 수 있다"고 말했다.

그러면서 "당초 홍준표 대구시장의 복지 공약이었던 '70세 이상 시내버스 무료화'는 사회적 약자를 위한 이동권 강화 정책이었으나 일방적 공약 후퇴와 지하철과 연동한 꼼수로 본말이 전도되어 탁상공론에 속 빈 강정과 같은 정책"이라며 "이제 남은 것은 경제적 손익계산서뿐이고 노인 복지와 약자의 이동권 보장은 공염불이 됐다"고 비판했다.
