단체는 특히 대구시와 시의회가 마치 독자적인 통합돌봄 모델을 설계한 것처럼 과장 홍보한 점에 대해 "시민을 기만한 행위"라고 규정했다. "중앙정부의 지시에만 기대 조례를 제정하고도 마치 자율적 행정인 양 포장하는 것은 지방분권의 본질을 훼손하는 것"이라는 비판이다.

보건복지부도 비판의 예외는 아니다. 우리복지시민연합은 "구체적 조례안을 제시하고 지방의회에 의원발의를 유도하는 관행은 지방자치 30년을 무시한 낡은 행정의 잔재"라며 "예산과 인력 지원 없이 책임만 전가하는 구조는 이제 바뀌어야 한다"고 강조했다.

단체는 내년 3월로 예정된 대구시의 통합돌봄 서비스 시행을 앞두고, 만약 서비스 격차가 발생한다면 강력히 대응하겠다는 입장도 밝혔다. “조례 하나 제대로 숙의하지 못하는 시스템 아래에서 시민이 피해를 입는 일은 결코 용납할 수 없다”며, 지방선거가 있는 내년까지 이 문제를 끈질기게 제기할 것을 예고했다.
