8일 대구시의회 기획행정위원회는 재석 의원 6명 중 5명의 반대로 해당 조례안을 부결시켰다. 더불어민주당 육정미 의원이 찬성표를 던졌고 국민의힘 소속 윤영애 위원장을 비롯한 김대현, 김원규, 류종우, 이성오 의원은 일제히 반대편에 섰다. 

이번 폐지조례안은 지난해 6월 박정희우상화반대 범시민운동본부가 주민 1만4천770여 명의 서명을 받아 청구한 것으로, 시의회는 주민조례발안법에 따라 지난 5월 시의장 명의로 안건을 발의했다.

주민청구 조례안은 상임위 의견과 무관하게 본회의에 상정되기 때문에 오는 12일 최종 표결에 부쳐질 예정이다. 본회의에서 의석수 과반 이상이 찬성하면 조례가 폐지된다. 그러나 대구시의회 전체 33석 중 국민의힘이 32석을 차지하고 있어 통과 가능성은 낮다는 것이 지역 정치권의 일치된 전망이다.

조례 부결 직후 시민단체는 즉각 반발에 나섰다. 임성종 박정희우상화반대 범시민운동본부 집행위원장은 기자회견에서 "대구 시민이 발의한 조례안을 시의원들이 거부하는 모습을 보며, 이들이 누구를 대표하는지 의문스럽다"고 날선 비판을 쏟아냈다.

그는 이어 "박정희 동상이 동대구역 광장에 서 있는 현실에서 청소년들에게 잘못된 역사가 전해지는 문제를 바로잡아야 한다"며 역사 교육 왜곡에 대한 우려를 제기했다. 임 위원장은 "본회의에서 부결될 경우 범시민적 투쟁을 벌일 것"이라고 강력히 경고했다.

시민단체들은 이날 기자회견을 시작으로 시민 필리버스터, 시의회 현수막 잇기 행사 등 다양한 형태의 행동을 통해 박정희 기념사업 조례 폐지 운동을 이어갈 계획이다.

A petition to repeal the ordinance commemorating former President Park Chung-hee has ultimately failed to pass the Daegu City Council Standing Committee.

On the 8th, the Daegu City Council's Planning and Administration Committee rejected the ordinance with five of the six members present voting against it. Democratic Party of Korea lawmaker Yuk Jeong-mi voted in favor, while People Power Party lawmakers Kim Dae-hyun, Kim Won-gyu, Ryu Jong-woo, and Lee Seong-oh, along with committee chair Yoon Young-ae, voted against it.

The repeal ordinance was submitted in June of last year by the Citizens' Movement Headquarters Against the Deification of Park Chung-hee, which collected 14,770 signatures from residents. The city council submitted the bill in May under the name of the city council chairman, in accordance with the Residents' Ordinance Proposal Act.

Since the petitioned ordinance is submitted to the plenary session regardless of the standing committee's opinion, the final vote is scheduled for the 12th. If a majority of the seats in the plenary session approve, the ordinance will be repealed. However, with the People Power Party holding 32 of the 33 seats in the Daegu City Council, the consensus among local politicians is that passage is unlikely.

Immediately after the ordinance's rejection, civic groups immediately launched a protest. Lim Seong-jong, executive director of the Citizens' Movement Headquarters Against the Idolization of Park Chung-hee, sharply criticized the city council members' rejection of the ordinance proposed by Daegu citizens, saying, "It makes me question who they represent."

He continued, "With the statue of Park Chung-hee standing in the Dongdaegu Station plaza, we must correct the problem of historical inaccuracies being passed on to young people," raising concerns about the distortion of historical education. Lim strongly warned, "If the ordinance is rejected in the plenary session, we will launch a city-wide protest."

Civic groups plan to continue the movement to abolish the Park Chung-hee Memorial Project ordinance through various forms of action, including a press conference on this day and a citizen filibuster and a city council banner-hanging event.
