대구시의회 황순자 의원은 서면 시정질문을 통해 상인네거리의 출퇴근 시간 교통 정체, 단 1개뿐인 횡단보도로 인한 보행 불편, 전국 최고 수준의 교통유발계수 문제를 집중 제기하며 근본적인 대책 마련을 촉구했다.
황 의원은 “1995년 가스폭발 사고 이후 설치된 상인고가교가 교통 분산을 목적으로 건설됐으나, 현재는 정체 해소 효과를 충분히 발휘하지 못하고 오히려 보행 불편을 가중시키고 있다”고 지적했다. 이어 “보행약자의 안전이 위협받고, 상권 접근성이 떨어지면서 지역 상권 침체와 공실 증가로 이어지고 있다”고 강조했다.
특히 황 의원은 교통유발계수 문제를 현실과 동떨어진 사례로 꼽았다. 대구시는 2015년부터 백화점과 쇼핑센터 등 대규모 점포에 최고치인 10.92를 적용하고 있지만, 온라인 소비 확산과 경기 침체로 오프라인 매장 이용객이 감소했음에도 여전히 최고치를 유지하고 있다는 것이다. 황 의원은 “변화된 유통·교통 환경을 반영하지 못한 교통유발계수 유지가 지역 상권 회복을 가로막고 있다”며 합리적 조정을 촉구했다.
황 의원은 ▲상인고가교 교통 분산 효과 검증 결과 공개 및 개선 대책 마련 ▲횡단보도 확충과 신호체계 개편 등 보행자 안전 강화 ▲교통·보행·상권 활성화를 아우르는 종합 교통개선계획 수립 ▲교통유발계수 정상화 로드맵 마련 등을 대구시에 요구했다.
황순자 의원은 “교통은 도시의 동맥”이라며 “상인네거리의 교통 흐름이 원활히 보장되지 않으면 시민 안전과 지역 경제 모두 지킬 수 없다”며 실질적이고 과감한 정책 집행을 촉구했다.

Councilmember Hwang Soon-ja stated, "Transportation is the artery of a city," and added, "If traffic flow at Sangin Intersection is not guaranteed smoothly, neither citizen safety nor the local economy can be protected." She urged the city to implement practical and bold policies.
