대구시의회 김재우 의원(동구1)은 27일 서면 시정질문을 통해 폭염에 특히 취약한 쪽방촌 거주민들을 위한 냉방비 지원 등 실질적 보호 대책의 확대와 강화를 촉구했다.

올해 기록적인 폭염으로 지난 5월 15일부터 8월 19일까지 전국에서 3,763명의 온열질환자가 발생했으며, 대구에서도 122명의 환자가 보고된 상황이다.

대구시는 전국 최초로 쪽방촌 거주민들을 위한 냉방비 지원사업을 추진해 주목받았으나, 올해 해당 사업이 중단되면서 취약계층 보호에 공백이 발생했다는 지적을 받고 있다.

이에 대해 김재우 의원은 2023~2024년 시행된 '쪽방 거주민 혹서기 냉방비 지원사업'의 추진 성과와 올해 지원이 중단된 경위를 따져물었다.

김 의원은 2022년 11월 본인이 대표 발의한 '대구광역시 쪽방생활인 복지 및 생활안정지원에 관한 조례'를 법적 근거로 제시하며, 대구시가 정기적인 냉방비 지원방안을 검토할 것을 요청했다.

아울러 경기도의 '경기기후보험' 도입 사례를 제시하며 대구시도 이와 유사한 제도적 장치 마련을 검토할 것을 제안했다.

김 의원은 "폭염에 특히 취약한 쪽방촌 거주민들의 안전을 지키기 위해 대구시의 대책 현황을 점검하고, 냉방비 지원 등 실질적인 보호 대책의 강화가 필요하다"고 강조했다.

"대부분 저소득층인 쪽방촌 주민들에게 요금 지원 없는 단순한 에어컨 설치는 실효성이 없다"며 "'재난관리기금'을 활용해 실질적인 냉방 대책을 마련할 것"을 촉구했다.

김 의원은 또한 "쪽방촌의 폭염 문제를 근본적으로 해결하기 위해서는 결국 주거환경 자체를 개선하는 것이 가장 중요한 과제"라고 덧붙여 말했다.

He emphasized, "For Jjokbang residents, most of whom are low-income, simply installing air conditioners without subsidies is ineffective," and urged, "Utilize the 'Disaster Management Fund' to develop practical cooling measures."
