【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

 특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다. 

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“나뉜 북구를 하나의 도시로, 연결의 설계를 시작할 때”

대구 북구는 하나의 행정구역 안에 서로 다른 두 개의 도시가 공존한다. 칠곡지구로 대표되는 계획도시형 생활권과 침산·산격·칠성 일대로 이어지는 구도심 생활권이다.

이근수 북구청장 출마예정자는 이 이중 구조를 단순한 발전 격차가 아닌 ‘형성 방식과 성장 속도의 차이’에서 비롯된 구조적 문제로 진단했다. 그는 “문제는 격차 그 자체가 아니라, 오랫동안 이를 연결하지 못한 도시 설계의 부재”라고 말했다.

“격차의 본질은 단절… 해법은 도시 구조의 재편”

이 후보에 따르면 칠곡지구는 1980~90년대 계획적으로 조성된 주거 중심 신도시인 반면, 침산·산격·칠성은 산업화 시기 자연 확장된 구도심이다. 아파트·학교·상업시설이 동시에 들어선 칠곡과 달리, 기존 생활권은 상권 기능 약화와 주거 노후화, 고령화가 빠르게 진행됐다. 여기에 금호강과 팔거천, 경부고속도로, 주요 간선도로가 물리적 경계로 작용하면서 심리적 거리감까지 키웠다는 설명이다.

그러나 그는 이를 ‘극복 불가능한 구조’로 보지 않는다. 오히려 장기적인 도시 구조 개편을 통해 하나의 생활권으로 재구성할 수 있다고 강조한다. 핵심은 단편적인 재개발이 아니라 교통·공간·수변을 동시에 엮는 전략이다.

“도로·철도·강… 도시를 다시 잇는 세 가지 축”

이 후보가 제시한 첫 번째 해법은 교통이다. 조야–동명 간 도로 개설과 도시철도 4호선의 칠곡 연결은 생활권 간 체감 거리를 줄이는 핵심 수단으로 꼽았다. 특히 도시철도는 침산·산격·경북대·엑스코와 칠곡을 직결해 일상 동선을 하나로 묶는 역할을 하며, 역세권 복합개발과 결합할 경우 새로운 상업·주거 거점 형성도 가능하다는 구상이다.

두 번째는 도시를 가로막아온 장벽의 해소다. 경부고속도로와 신천대로의 단계적 지하화를 통해 단절된 도시 조직을 회복하고, 상부 공간을 공원과 문화·상업시설로 재편해야 한다는 것이다.

세 번째는 금호강의 역할 전환이다. 지금까지 경계선이었던 금호강을 북구의 중심축으로 삼아 수변 상업·문화 공간과 보행·자전거 네트워크를 확충하면, 침산에서 산격, 칠곡까지 자연스럽게 연결되는 도시 흐름이 만들어질 수 있다는 설명이다. 팔거천 역시 생활권을 잇는 보조 축으로 활용하겠다는 구상이다.

“신청사보다 중요한 건 구조… 북구의 다음 선택”

대구시청 신청사 이전 무산과 도시철도 4호선 추진 논란 과정에서 북구가 소외됐다는 인식에 대해 이 후보는 ‘프레임 전환’을 강조했다. 그는 신청사 유치 실패를 단순한 패배로 보지 않고, 이후 도심융합특구 유치로 전략을 전환한 점을 북구의 중요한 선택으로 평가했다.

현재 북구가 추진 중인 도심융합특구, 문화예술허브, 캠퍼스혁신파크를 개별 사업이 아닌 하나의 전략으로 묶어야 한다는 것이 그의 구상이다. 경북대–엑스코–산격·침산 일대를 ‘청년·창업·문화 융합벨트’로 통합하고, 장기적으로 도시철도 4호선이 칠곡까지 연결될 경우 북구는 주거·산업·문화가 유기적으로 결합된 자족형 도시로 전환될 수 있다는 설명이다.

그는 “무엇을 유치하지 못했느냐가 아니라, 무엇을 준비하고 있느냐가 북구의 미래를 가른다”고 말했다.

“하천과 숲은 경계가 아니라 생활권의 중심”

이 후보는 금호강과 팔거천, 함지산을 북구의 핵심 자산으로 꼽으며 ‘생활권 중심 자원’으로의 전환을 제시했다. 도로와 고속도로로 단절된 접근성을 지하화와 교량 개선, 보행·자전거길 확충으로 회복하고, 수변과 숲에는 생태·문화 체험 공간과 시민 참여형 프로그램을 도입하겠다는 계획이다.

그는 해외 사례를 언급하며 “강과 숲을 통과 공간이 아닌 머무는 공간으로 바꿀 때 도시의 흐름이 달라진다”며 “북구 역시 자연을 매개로 주거·문화·산업이 연결되는 구조를 만들 수 있다”고 말했다.

“신공항 시대, 북구는 배후가 아니라 성장축”

대구경북통합신공항을 두고 이 후보는 이제 추진 여부가 아닌 활용 전략의 단계로 넘어가야 한다고 강조했다. 공항 완공 이후 북구는 글로벌 도시 대구의 공항 배후도시로서 새로운 기회를 맞게 되며, 이에 맞춰 50사단 이전터와 경북농업기술원 부지 활용을 재설계해야 한다는 입장이다.

그는 50사단 이전터를 AI, 반도체, ICT, 소프트웨어 중심의 디지털 집적단지로 조성해 대구의 새로운 성장축으로 키워야 한다고 밝혔다. 군부지 내 임야 공간을 활용해 서리지·도남지를 잇는 공원·수변·생태축을 조성하겠다는 구상도 제시했다. 도청 후적지는 도심융합특구의 핵심 산업 혁신 거점으로 삼아 경북대 캠퍼스 혁신파크, 삼성창조캠퍼스와 연계한 창업·혁신 생태계 구축을 목표로 한다.

“청년이 떠나는 도시에서, 머무는 도시로”

청년 유출의 원인에 대해 이 후보는 대구 산업 구조 전반의 한계를 지적했다. 전통 제조업 중심 구조가 오랫동안 지역 경제를 지탱해 왔지만, IT·AI·바이오·헬스케어 등 신산업 전환이 충분하지 못해 청년과 고급 인력이 일자리를 찾기 어려웠다는 것이다.

그는 로봇, AI, 스마트 제조를 북구의 핵심 육성 산업으로 제시했다. 로봇산업진흥원을 중심으로 도심융합특구에서 연구·창업·기업 성장을 연결하고, 대학·연구기관·기업 간 연계를 강화해 청년 정착과 지역 경제 활성화를 동시에 달성하겠다는 전략이다.

“행정은 결과로 말해야 한다”

이 후보는 자신의 강점으로 33년 공직 경험과 북구 부구청장 재임 이력을 꼽았다. 정책을 설계하고 예산을 확보하며 조직을 움직여온 경험을 바탕으로, 왜 북구의 문제가 해결되지 않았는지, 어떻게 풀어야 하는지를 이미 알고 있다는 것이다.

그는 대구소년원, 운전면허시험장, 농수산물도매시장, 경북농업기술원 등 유휴부지 활용 문제를 차기 대구시장과의 협력을 통해 조속히 정리하겠다고 밝혔다. 아울러 3공단과 검단산단의 스마트·친환경 산단 전환, 금호강 국가 시범 수변 공간 조성, 금호워터폴리스 기회특구 지정, 도심융합특구 조성을 통해 북구의 산업 지형을 재편하겠다는 구상이다.

이 후보는 “사람이 중심인 북구, 경제가 살아나는 북구, 미래가 준비된 북구를 말이 아닌 결과로 증명하겠다”며 “나뉜 북구를 하나의 도시로 만드는 설계를 이제 실행할 때”라고 강조했다.

"It's time to start designing connections, transforming the divided Buk-gu into a single city."

Daegu's Buk-gu district is home to two distinct urban areas within a single administrative district: a planned urban living zone represented by the Chilgok district, and an old downtown living zone encompassing the Chimsan, Sangyeok, and Chilseong areas.

Lee Geun-soo, the candidate for Mayor of Buk-gu, diagnosed this dual structure as a structural problem stemming not from a simple development gap, but from "differential formation methods and growth rates." He stated, "The problem is not the gap itself, but the lack of urban design that has long failed to bridge it."

"The essence of the gap is disconnection… The solution is restructuring the urban structure."

According to Lee, Chilgok District is a planned, residential-focused new town developed in the 1980s and 1990s, while Chimsan, Sangyeok, and Chilseong are old downtown areas that naturally expanded during the industrialization period. Unlike Chilgok, where apartments, schools, and commercial facilities were built simultaneously, the existing residential areas have rapidly experienced a weakening of their commercial functions, aging of residential areas, and an aging population. Rather than viewing the failure to attract the new building as a simple defeat, he evaluated the subsequent strategic shift to attracting the Urban Convergence Special Zone as a crucial decision for Buk-gu.

His vision is that the Urban Convergence Special Zone, Culture and Arts Hub, and Campus Innovation Park currently being pursued by Buk-gu should be integrated into a single strategy rather than individual projects. He explained that by integrating the Kyungpook National University-EXCO-Sangyeok-Chimsan area into a "Youth, Startup, and Culture Convergence Belt," and by extending Subway Line 4 to Chilgok in the long term, Buk-gu could transform into a self-sufficient city with an organic blend of housing, industry, and culture.

He stated, "It's not what we fail to attract, but what we prepare for that will determine Buk-gu's future."

"Rivers and forests are not boundaries, but the center of our living spaces."

Candidate Lee identified the Geumho River, Palgeocheon Stream, and Hamjisan Mountain as core assets of Buk-gu and proposed a shift toward "living space-centered resources." He plans to restore accessibility, currently cut off by roads and highways, by constructing underground structures, improving bridges, and expanding pedestrian and bicycle paths. He also plans to introduce ecological and cultural experience spaces and citizen-participatory programs along riversides and forests.

Referring to international examples, he said, "When rivers and forests are transformed from transit spaces to spaces for dwelling, the flow of the city changes." He added, "Buk-gu can also create a structure that connects housing, culture, and industry through nature."

"In the era of new airports, Buk-gu is not a backwater, but a growth axis."

Regarding the Daegu-Gyeongbuk Integrated New Airport, candidate Lee emphasized that the time must now move beyond a question of whether to pursue it or not and move toward a strategy for its utilization. With the airport's completion, Buk-gu will face new opportunities as a hub for the global city of Daegu. He argues that the relocation of the 50th Infantry Division and the Gyeongbuk Agricultural Research and Extension Services should be redesigned to accommodate this.

He proposed developing the 50th Infantry Division site into a digital hub centered on AI, semiconductors, ICT, and software, fostering it as a new growth axis for Daegu. He also proposed utilizing forested areas within the military base to create a park, waterfront, and ecological axis connecting Seoriji and Donamji. Candidate Lee pointed to the limitations of Daegu's overall industrial structure as a cause of the youth exodus. While the traditional manufacturing-centered structure has long supported the local economy, the lack of sufficient transition to new industries like IT, AI, bio, and healthcare has made it difficult for young people and highly skilled workers to find jobs.

He proposed robotics, AI, and smart manufacturing as key growth industries for Buk-gu. His strategy is to connect research, startups, and corporate growth in the urban convergence special zone, centered around the Robot Industry Promotion Agency, and strengthen the connections between universities, research institutes, and businesses to simultaneously achieve youth settlement and local economic revitalization.

"Administration must speak for itself."

Candidate Lee cited his 33 years of public service and tenure as Buk-gu Deputy Mayor as his strengths. Based on his experience designing policies, securing budgets, and managing organizations, he believes he already understands why Buk-gu's problems remain unresolved and how to address them.

He announced his intention to work with the next Daegu mayor to promptly resolve the issue of idle land utilization, including the Daegu Juvenile Detention Center, the Driver's License Examination Center, the Agricultural and Marine Products Wholesale Market, and the Gyeongbuk Agricultural Research and Extension Services. Furthermore, the plan is to reorganize Buk-gu's industrial landscape by transforming the 3rd Industrial Complex and Geomdan Industrial Complex into smart and eco-friendly industrial complexes, creating a national waterfront space along the Geumho River, designating the Geumho Waterpolis as an opportunity zone, and establishing an urban convergence special zone.
