앞서 전태선 의원은 2020년과 2021년 유권자 3명에게 황금열쇠와 골드바 등 고가의 귀금속을 선물로 제공하고 또 지방선거를 3개월여 앞둔 지난 2월, 아들의 이름으로 마스크 1만 2400여장을 돌린 혐의로 지난 11월 구속 기소됐다.

우리복지시민연합은 “전 의원이 구속되어 일할 수 없는 구금상황임에도 꼬박꼬박 월정수당을 받은 것은 파렴치한 행위”라고 문제를 제기했다.

지방의회 의원들의 의정비는 직무활동에 대해 지급되는 월정수당 의정 자료수집·연구, 이를 위한 보조활동에 사용되는 비용보전 경비인 의정활동비로 나뉘며 ‘대구광역시의회 의원 의정활동비 등 지급에 관한 조례’에 따라 전태선 의원의 의정활동비는 월 150만 원(연 1,800만 원)은 구속되기 전인 11월 초까지 일할 계산으로 지급하고, 구속 후에는 지급하지 않고, 무죄가 되면 소급 지원하는 것으로 전해진다.

또한 “적어도 의정활동비 규정처럼 구속이나 구금될 경우 중단하는 것이 타당하다.”고 주장하며 “대구시의회가 옥중 월정수당을 방지하도록 조례를 개정하는 등 대책을 마련하고 의정활동비 지원 조례에 구금, 구속 뿐 아니라 불출석시 의정활동비를 받을 수 없도록 제한하는 조항을 추가하라.”고 지적했다.

아울러 우리복지시민연합은 법원과 검찰에 대해 “지난 6월 1일 제8회 전국동시지방선거와 관련, 대구·경북지역에서 선거사범 482명을 입건해 당선자 23명을 포함해 246명을 기소했고 구속된 사람은 15명”이라고 꼬집으며 “당선자 23명 중 전태선 대구시의원 구속뿐 아니라 이태훈 대구 달서구청장, 김광열 영덕군수, 박남서 영주시장 3명과 기초의원 17명이나 된다. 이들에 대해 일벌백계로 엄중 처벌하라.”고 강력히 촉구했다.
