【브레이크뉴스 대구】진예솔 기자=옥중 월정수당 지급 제한과 관련, 대구시의회가 일관성 없는 태도로 혼란을 야기하고 있다.

지난해 11월 대구시의회 전태선 의원이 선거법 위반 혐의로 구속된 이후 4개월이 지났지만 여전히 월 340만원에 달하는 월정수당을 수령하고 있는 것으로 밝혀졌다.

전태선 의원은 2022년 6월 1일 지방선거 당시 유권자들에게 황금열쇠, 골드바 등 금품을 제공하고 또 다른 모임에서 마스크 1만 2천여 장을 제공해 공직선거법 위반 혐의로 구속됐다.

그러나 현행 의정활동비 지급 조례에는 의원이 구속돼도 의정활동비 지급을 금지하는 조항이 없어 전 의원이 구속된 이후 의정활동을 하지 않고도 월정수당을 꼬박꼬박 수령한 사실이 알려지면서 논란이 일파만파 커졌다.

이에 대구시의회 윤리특별위원회는 전체 간담회를 열어 조례 개정에 합의한 뒤 의장에게 3월 6일 보고한 것으로 알려진다.

윤리특위 손한국 위원장은 “간담회에 참석한 윤리위원 6인 모두 조례 개정 필요성에 대해 공감했다.”면서 ”앞으로 의회 내에서 적극적인 논의 절차가 있을 것“이라는 입장을 밝혔다.

반면 대구시의회 이만규 의장은 “다른 의원들과도 논의해봐야 한다.”면서 “앞으로 옥중수당 제한과 관련한 조례 개정 절차는 모두 비공개”라며 다소 부정적인 반응을 보였다.

뿐만 아니라 앞서 보도된 바에 따르면 이만규 의장은 “시의회 윤리특별위원장이 섣불리 간담회 결과를 언론에 말했다.”라고 밝힌 것으로 알려진다.

이처럼 대구시의회가 14일 열리는 제299회 임시회를 앞두고 옥중수당 지급제한과 관련 한발 빼는 듯한 모습을 보이자 일각에서는 “지금 공감대를 형성해도 개정은 한참 걸리는 일인데 아직도 지급여부를 고민하고 있다고 하니 답답할 노릇”이라며 “이만규 대구시의회 의장은 입장을 밝히고, 의회는 즉각 개정에 나서라”며 조례 개정을 촉구했다.
