【브레이크뉴스 대구】진예솔 기자=대구시의회가 전국 지방자치단체 광역의회 중 최초로 구속 된 의원들에 대한 월정수당 지급 제한을 법제화하기 위해 나섰다.
대구시의회 운영위원회가 23일 안건심사를 열고 ‘대구광역시의회 의원 의정활동비 등 지급에 관한 조례 전부개정조례안’을 만장일치로 통과시켰다.
지방의회 의원은 지방자치법에 따라 의정 자료 수집 및 연구 활동비용인 의정활동비와 직무활동에 대한 대가인 월정수당을 매월 지급받는다.
그러나 현행 대구시 조례에서는 의원의 의정활동이 원천적으로 불가능한 구속기소 상태에 있을 경우에 의정활동비 지급은 제한하고 있는 반면, 월정수당에 대해서는 특별한 규정을 두고 있지 않아 문제가 지적되어왔다.
특히 대구시의회는 지난해 11월 공직선거법 위반 혐의로 구속 된 전태선 의원에게 약 5개월 간 매월 330만여 원의 월정수당을 지급했고 이에 시민사회단체의 반발이 확산되자 문제 해결을 위해 해당 조례를 운영위원회 안으로 발의했다.
전경원 대구시의회 운영위원장은 “의원 옥중수당 지급에 대한 시민사회, 언론 등의 문제제기에 대해 충분히 공감하고 있다.”고 밝히며 “의장님을 비롯한 의원님들의 중지를 모아 관련 조례를 개정하게 됐다”고 말했다.
한편 지난 21일에는 대구서구의회가 구속뿐만 아니라 징계처분을 받은 의원에 대해서도 의정활동비 및 월정수당 지급을 중단하는 내용의 조례를 통과시키며 선제적 제도개선에 나섰고 이에 대구의 나머지 7개 구‧군의회 역시 관련 조례를 검토 또는 준비 중이라고 밝히며 대구시 전역으로 확산되는 추세를 보이고 있다.
