【브레이크뉴스 대구】이성현 기자=한국교육학술정보원(원장 정제영, 이하 케리스)과 교육부는 국내 최대 학술연구지원 플랫폼인 학술연구정보서비스(RISS)를 기반으로 국내외 학술정보의 공유·개방을 확대하고 있다고 밝혔다.

케리스는 올해 연구자·공공 중심의 학술 커뮤니케이션 생태계 구축을 목표로 오픈액세스(Open Access) 확산과 연구 전주기 지원체계 강화를 추진한다.

이를 위해 케리스는 John Wiley & Sons, Association for Computing Machinery, Cambridge University Press, De Gruyter 등 글로벌 출판사와 대학라이선스 컨소시엄 계약을 체결, 국내 연구자의 오픈액세스 논문 출판을 지원하고 있다.

이에 따라 국내 대학 연구자는 별도의 논문출판비(APC) 부담 없이 해외 우수 학술지에 연구 성과를 게재할 수 있으며, 전 세계 누구나 해당 논문에 자유롭게 접근할 수 있게 됐다. 케리스에 따르면 2025년 대학라이선스 지원을 통한 국내 오픈액세스 논문 출판 건수는 2,400여 건으로, 전년 대비 75% 증가했다. 해당 논문의 정가 기준 총액은 약 118억 원(약 848만 달러, 환율 1,400원 기준)에 달한다. 이는 국가 차원의 공동 대응을 통해 대학과 연구자의 실질적 출판비 부담을 크게 완화한 성과로 평가된다.

케리스는 논문 출판 지원과 함께 오픈액세스 기반 데이터 수집관리 시스템(dCollection)과 대학 연구성과 분석 서비스(UREKA) 보급도 확대해 연구 성과의 공유·확산을 촉진하고, 국내 학술 생태계를 오픈사이언스 체계로 단계적으로 전환해 나갈 방침이다.

대학 현장에서도 긍정적 반응이 이어지고 있다. 한양대학교 국제학부 노태우 교수는 “오픈액세스 논문 출판은 단순한 접근성 확대를 넘어 연구의 가시성과 인용 가능성을 실질적으로 높이는 정책”이라며 지원 범위 확대를 기대했다. 한성대학교 문헌정보학과 정경희 교수는 “유네스코 오픈사이언스 권고 흐름에 부합하려면 다이아몬드 오픈액세스와 셀프 아카이빙 중심의 공정한 모델로 전환이 필요하다”고 제언했다.

정제영 원장은 “교육부와 협력해 대학·학회·출판사·공공기관이 함께 참여하는 공정하고 지속가능한 오픈액세스 모델을 구축하겠다”며 “연구 전주기에 걸친 체계적 지원을 통해 국내 연구자가 세계적 수준의 성과를 창출하고 확산하도록 중추적 역할을 하겠다”고 밝혔다.

The Korea Education and Research Information Service (KERIS) and the Ministry of Education announced that they are expanding the sharing and openness of domestic and international academic information based on the Research Information Service (RISS), Korea's largest academic research support platform.

This year, KERIS aims to establish a researcher- and public-centered academic communication ecosystem by expanding Open Access and strengthening its research lifecycle support system.

According to KERIS, the number of open access papers published domestically through university license support will reach approximately 2,400 by 2025, a 75% increase from the previous year. Positive responses are also continuing from universities. Professor Noh Tae-woo of the Department of International Studies at Hanyang University expressed his anticipation for the expanded scope of support, stating, "Open access paper publishing goes beyond simply expanding accessibility; it substantially enhances the visibility and citation potential of research." Professor Jeong Kyeong-hee of the Department of Library and Information Science at Hansung University suggested, "To comply with UNESCO's Open Science recommendations, we need to transition to a fair model centered on Diamond Open Access and self-archiving."

Director Jeong Je-young stated, "We will work with the Ministry of Education to establish a fair and sustainable open access model in which universities, academic societies, publishers, and public institutions participate together. We will play a pivotal role in enabling domestic researchers to produce and disseminate world-class research results through systematic support throughout the research lifecycle."
