【브레이크뉴스 대구】진예솔 기자=대구경실련이 대구시 산하 공사·공단의 수의계약에서 특정 업체 편중 현상을 문제 삼으며 대구시 감사위원회에 점검을 요청했다.

대구경실련은 지난 2일 국민신문고를 통해 대구광역시 감사위원회에 수의계약 관련 정보를 자체 누리집에 공개하지 않거나 공개 기준을 자의적으로 정해 일부만 공개하고 있는 공사·공단, 출자·출연기관의 수의계약 정보공개 실태 점검과 시정 조치를 요청했다고 밝혔다.

점검 요청 대상은 대구공공시설관리공단, 대구농수산물유통관리공사, 대구도시개발공사, 대구문화예술진흥원, 대구신용보증재단, 대구테크노파크, 엑스코 등 7개 기관이다.

공공기관의 정보공개에 관한 법률과 지방자치단체를 당사자로 하는 계약에 관한 법률 적용을 받는 대구시 유관 기관·단체의 수의계약 관련 정보공개 실태 점검도 함께 요청했다.

각 기관별 수의계약 공개 기준은 제각각이다. 

대구공공시설공단은 계약금액 2천만원 이상의 수의계약 체결 내역만 누리집에 공개하고 있고 대구신용보증재단과 대구도시개발공사는 1천만원 이상, 대구문화예술진흥원·대구테크노파크·엑스코는 500만원 이상의 수의계약 체결 내용만 공개하고 있다.

이 중 엑스코의 경우 2023년부터 2024년까지 500만원 미만 물품, 1천만원 미만 공사·용역 수의계약에서 특정 업체 쏠림 현상이 나타났다. 

이 기간 중 가장 많은 건수의 수의계약을 체결한 곳은 111건의 아이엠컴으로, 연평균 55.5건의 수의계약을 체결했다. 2년간 체결한 수의계약 금액은 3억2205만원이다.

계약 건수 상위 10개 업체 중 나은시스템 89건, 해피디엠 86건, 사인매니아 80건 등이 뒤를 이었다. 계약금액 기준으로는 아이엠컴이 3억2205만원으로 1위를 차지했고, 소나무 2억3961만원, 사인매니아 2억1651만원 순이었다.

관련 업체 종사자에 따르면 해당 분야 수의계약 금액의 60% 이상을 수주한 업체도 있다고 한다. 엑스코의 소액 수의계약이 특정업체 몰아주기라는 의혹을 피할 수 없는 상황이다.

대구경실련은 "수의계약 관련 정보공개는 수의계약의 공정성과 투명성을 확보하기 위한 최소한의 제도적 장치"라며 "수의계약 관련 정보를 공개하지 않거나 공개 기준을 자의적으로 정해 일부만 공개하는 것은 법령 위반일 뿐만 아니라 수의계약의 공정성과 투명성을 부정하는 일"이라고 지적했다.

아울러 "모든 수의계약 관련 정보 공개 등 대구시 공사·공단, 출자·출연기관과 유관기관·단체 수의계약의 공정성과 투명성 제고를 위한 활동을 지속적으로 전개할 계획"이라고 밝혔다.

The DCEJ also requested an inspection of the disclosure of private contract information by related Daegu City organizations and groups subject to the Act on Disclosure of Information by Public Institutions and the Act on Contracts to Which Local Governments are Parties.

Each organization has different standards for disclosing private contracts.

The Daegu Public Facilities Corporation only discloses private contracts worth 20 million won or more on its website. The Daegu Credit Guarantee Foundation and Daegu Urban Development Corporation disclose contracts worth 10 million won or more, and the Daegu Culture and Arts Promotion Agency, Daegu Technopark, and EXCO disclose contracts worth 5 million won or more.

EXCO, among others, showed a concentration of private contracts for goods under 5 million won and construction and service contracts under 10 million won between 2023 and 2024.

Imcom concluded the largest number of private contracts during this period, with 111 contracts, averaging 55.5 contracts per year. The total value of private contracts concluded over the two-year period is 322.05 million won.

Among the top 10 companies by contract volume, Naeun System (89 contracts), Happy DM (86 contracts), and Signmania (80 contracts) ranked first. Based on contract value, IMCOM ranked first with 322.05 million won, followed by Sonamu (239.61 million won) and Signmania (216.51 million won).

According to industry insiders, some companies have won more than 60% of the contract value in this sector. Suspicions that EXCO's small-scale contracts are being awarded to specific companies are unavoidable.

The Daegu Citizens' Coalition for Economic Justice stated, "Disclosure of information related to contracts is the minimum institutional measure to ensure fairness and transparency in contracting." They added, "Failing to disclose information related to contracts or arbitrarily setting disclosure standards to disclose only a portion of the information not only violates the law but also undermines the fairness and transparency of contracting."

In addition, the city announced that it plans to "continue to carry out activities to enhance the fairness and transparency of contracts between Daegu City public corporations, public institutions, invested/contributed organizations, and related organizations/groups, including the disclosure of all information related to contracts."
