이 예비후보는 이날 성명에서 “저는 이재명 정부와 경북도지사가 무리하게 행정통합을 추진할 당시부터 줄곧 반대 입장을 표명해왔다”며 “통합을 하지 말자는 것이 아니다. 제대로 준비해서 하자는 것”이라고 밝혔다.

그는 대구·경북 특별법안과 전남·광주 특별법안을 전수 비교한 결과를 언급하며 “‘27전 27패’라는 참담한 현실이 드러났다”고 주장했다. 이어 “두 특별법안을 비교하면서 자존심이 상하고 분노가 치밀어 올라 말문이 막힐 지경이었다”고 했다.

이 예비후보는 “대구·경북 통합특별법안이 그대로 통과됐다면 인공지능(AI), 반도체, 모빌리티, 도심항공교통, 소재·부품·장비, 산업전환 국가재정지원, 푸드테크산업, 녹색산업, 스마트농업, 국립대 산학협력 등 경북의 미래를 책임질 핵심 산업들이 전남·광주에 주도권을 빼앗기는 상황에 직면했을 것”이라며 “다행히 오늘 법안 처리가 보류됐다”고 말했다.

그는 “누구를 탓하기에 앞서 새로운 미래를 준비하겠다”며 “주민 의사를 무시한 대구·경북 행정통합법안의 졸속 추진과 내용적·절차적 문제를 가장 먼저 제기한 ‘문제의 제기자’로서, 그간 밝혀낸 문제점을 전면 수정하고 권한 이양과 재정 지원이 제대로 반영된 진정한 행정통합을 준비하겠다”고 밝혔다.

‘찬성론자’들에게 책임을 묻기보다 미래 준비에 집중하겠다는 뜻도 분명히 했다. 그는 “반드시 경북도지사가 되어 ‘문제의 해결자’로서 새로운 대구시장과 함께 제대로 된 통합을 추진하겠다”며 “진정한 통합안이 마련되면 최우선적으로 경북도민의 동의부터 얻겠다”고 했다.

이 예비후보는 주민투표법 제8조를 근거로, 주민투표 없이 추진되는 통합 특별법안에 대해 일관되게 반대해왔다고 강조했다. 그는 “행정통합의 핵심은 단순한 덩치 키우기가 아니라 중앙정부로부터 재정권·규제권·인사권·조직권 등 실질적 권한을 얼마나 이양받느냐에 있다”고 말했다.

그러면서 “전남·광주 특별법안보다 훨씬 밀도 높은 법안을 만들어 처리하겠다”며 “도민이 행정통합을 원치 않는다면 ‘경북특별자치도’를 만들어서라도 경북 중흥의 길을 열어가겠다”고 밝혔다.

Lee emphasized that he has consistently opposed special integration bills without a referendum, citing Article 8 of the Resident Referendum Act.
