달서구의회는 지난 9일, 의원 10명과 의회사무국 직원 4명이 대만 타이베이로 4박 6일간의 해외연수를 떠났다. 출장 직전, 구의원 1명과 사무국 소속 공무원이 항공권 운임을 부풀려 연수비를 허위·과다 청구한 혐의로 검찰에 송치된 만큼, 이번 출국을 두고 시민사회는 “뻔뻔함의 극치”라며 거세게 비난하고 있다.

대구경실련 관계자는 “수사가 한창 진행 중인데도 아무렇지 않게 해외연수를 강행하는 것을 보면, 도덕적 해이가 극에 달했음을 알 수 있다”고 꼬집었다.

우리복지시민연합도 “동료 의원과 직원이 검찰에 송치된 심각한 상황을 외면한 채, 아무 일 없다는 듯 떠난 연수는 지방의원으로서의 최소한 윤리의식조차 없는 행동”이라며 “지방의회가 스스로 자정능력이 없다는 점을 드러냈다”고 비판 목소리를 높였다.

달서구의회는 연수 추진 과정에서 ‘팀킬’ 논란도 불거졌다. 서보영 연수단장(더불어민주당)은 “예전에는 여행사 일정에 맞춰 오해가 있었지만, 이번엔 전문기관을 통해 실질적인 연수로 준비했다”고 해명했다. 

그러나 대구경실련은 “이는 그동안 여행사 주도로 전문성 없는 연수를 진행했음을 스스로 인정한 것이자 정보공개와 계약 절차를 우회하려 한 꼼수 계약을 자백한 셈”이라고 지적했다. 단순한 해명이 아니라, 관리 부실과 구조적 문제를 드러낸 발언이라는 지적이다.

우리복지시민연합은 “수사가 진행 중임에도 자숙과 반성 없이 또다시 2,500여만 원의 혈세를 들여 해외로 떠난 것은 구민의 분노와 불신만 키웠다”며 “도덕적 해이의 끝을 보여주는 사례”라고 질타했다.

대구경실련은 내년 6월 지방선거를 앞두고 해외연수를 강행한 점에도 주목했다. 시민 여론이 나쁘게 돌아가는 상황에서 검찰 송치 직후 또다시 해외연수를 나간 건, 사실상 다음 선거를 포기한 것이나 다름없다는 분석이다.

지난해 전국을 떠들썩하게 했던 호주·뉴질랜드 연수 논란도 채 사그라지지 않은 상황에서, 잇따라 연수가 강행된 점에 대해 “정말 믿는 구석이 없다면 불가능한 일”이라는 지적이 나온다.

대구경실련은 이런 ‘믿는 구석’의 실체로 “공천만 받으면 당선이 가능한 정당 중심의 정치 구조”를 꼽으면서, “의원직이 주민 대표가 아니라 정당 파견자로 전락했다”고 비판했다.

우리복지시민연합은 “연수의 목적과 내용을 의원들 본인들도 제대로 알지 못한 채 떠나는 것은 ‘묻지마 해외연수’와 다름없다”며 “지금까지 진행된 해외연수 결과가 실제 행정에 반영된 사례도 찾아보기 어렵다”고 비판했다. 

이어 “현 시점에서 필요한 건 연수 자체의 전면 중단과, 연수 참여 의원에 대한 공천 배제”라고 촉구했다.

우리복지시민연합은 내년 지방선거를 앞두고 지역사회와 연대해 해외연수 중단·폐지 운동을 전개하겠다고 밝혔다. 또 “해외연수에 집착하는 의원과 예비 후보들은 내년 지방선거 출마를 미리 포기하라”고 강하게 경고했다.

They further urged, "What's needed at this point is a complete halt to the training itself, and the exclusion of participating council members from nominations."

The Citizens' Coalition for Our Welfare announced that it will work with local communities to launch a campaign to halt and abolish overseas training ahead of next year's local elections. They also strongly warned, "Council members and prospective candidates obsessed with overseas training should forgo running in next year's local elections."
