지난 17일 대구시의 발표에 따르면 최종 당선작  'FORETscape(숲이 깃든 문화청사)'은 두류정수장 일원 7만2023㎡ 부지에 연면적 11만8572㎡ 규모로 건설되며 지하 2층, 지상 24층이다.

대구시는 당선 업체와 설계용역 계약을 맺고 다음 달부터 기본·실시설계에 들어간다. 2026년 9월 설계 완료, 2026년 말 착공을 거쳐 2030년 준공이 목표다.

이 가운데 달서구는 "신청사 설계 방향 설정 등 추진 과정에 시민 공론화 과정이 너무 없었다"고 비판했다.

"2019년 신청사 부지 선정 때처럼 시민 공론화 과정이 있었다면 하는 아쉬움이 든다"며 "설계 방향을 함께 논의할 시민 참여는 공감대를 담아내는 소통 과정이며 참여 민주주의의 핵심"이라고 강조했다.

특히 4500억 원이라는 막대한 시민 세금이 투입되는 사업임에도 정작 시민들의 의견을 듣는 과정이 빠졌다는 지적이다.

신청사 높이와 디자인의 상징성 부재도 문제로 꼽았다. 24층 높이가 주변 고층 아파트 27층이나 향후 들어설 고층 건물, 금봉산 139m를 고려하지 않았다는 것이다.

미래 여건 변화에 대한 고려도 부족하다고 지적했다. 신정부의 '5극 3특' 전략과 대구경북 통합, 강화되는 지방자치분권 시대를 염두에 둬야 한다는 것이다.
