【브레이크뉴스 대구】진예솔 기자=국민의힘 권영진 의원(대구 달서구병)이 ‘이륜차 배달종사자 권익보호를 위한 제도개선 대토론회’를 성료했다고 20일 밝혔다.

지난 19일 오후 2시 국회의원회관 제2소회의실에서 배달산업이 지속 성장함에 따라 이륜차 배달종사자들의 수도 꾸준히 늘어나고 있음에도, 이들을 보호할 법적·제도적 지원이 부족한 점을 개선하기 위해 열린 행사는 300여 명이 참석해 성황을 이뤘다.

토론회를 주최한 권영진 의원은 “배달산업은 코로나 시기를 겪으며 지난 몇 년간 급격히 성장해 왔다”며 “특히 이륜차 배달은 그 수가 비약적으로 증가해 왔는데 현재 40만이 넘는 배달라이더들을 위한 지원제도는 턱없이 부족한 실정으로, 배달라이더에 대한 인식 개선이나 지원 강화를 위해서는 배달라이더협회의 법적 위상과 권위를 드높이는 것과 함께 배달업계 전반에 대한 지원 개선책을 마련하는 것이 시급하다”고 설명했다.

행사에 참석한 인사들도 이륜차 배달종사자에 대한 각종 지원 개선  및 실효성 있는 정책이 필요하다는 것에 공감하며, 문제 해결을 위해 함께 뜻을 모을 것을 약속했다.

송기선 (사)전국이륜차배달라이더협회 회장과 더불어 좌장으로 참석한 이수범 서울시립대 교수, 발제를 맡은 김필수 대림대 교수, 토론자로 참석한 이윤호 (사)안전생활실천시민연합 사무처장, 우성문 대구경북SO협회 보도제작분과장, 이영학 (사)전국이륜차배달라이더협회 대구지회 회장 등 각계 전문가들은 모두 한목소리로 배달라이더 지원제도 마련 및 생활물류서비스법 개정이 시급하다는 의견을 피력했다.

특히 국내 이륜차 신고대수는 약 250~260만대 수준임에 반해 이륜차의 각종 제도는 부재(면허제도, 사용신고 제도, 보험제도, 정비제도, 검사제도, 폐차제도 등)하며, 이륜차에 대한 부정적인 시각이 배달업 자체에 대한 부정 인식으로 확산되고 있고, 배달업 종사자들의 근로환경과 복지혜택은 후진적이고 낙후된 실정이라는 점이 문제로 지적됐다.

  이를 해결하기 위해서는 생활물류서비스법 개정이 절실한 상황으로 배달라이더들의 입장을 수년간 대변하고 있는 ▶전국이륜차배달라이더협회의 법정단체 승격 ▶생활물류 쉼터 설치 의무화 및 지원 규정 마련 등이 반드시 필요하다는 의견이 나왔다.

조태영 국토교통부 생활물류팀장은 “논의된 근로여건 개선, 공제조합을 통한 보험상품 개발 및 안내, 안전교육 확대, 생활물류쉼터 확대, 법정기관으로서의 협회 설립 인정 등 전반적인 내용들을 긍정적으로 검토헤 관련 정책에 반영할 수 있도록 하겠다”고 답변했다.

백원국 국토교통부 제2차관은 “작년 기준으로 온라인 배달 서비스 거래량이 26조에 이르는 것으로 발표가 되었는데, 이 덕분에 성장의 길이 많이 생겨난 만큼 해결해야 할 숙제도 많이 남아있는 상황”이라며 “정부에서는 안전교육 및 공제상품 확대 등 안전한 배달여건을 만드는 것에 최선을 다할 것이며, 제시된 정책개선 방향에 대해서도 깊이 있는 고민을 함께하겠다”고 공식적인 입장을 밝혔다.

권영진 의원은 “이륜차 배달종사자들이 위험한 근로환경에서 근무하지 않도록 하고, 불안정한 생계를 이어나가지 않도록 하기 위해서는 입법적·정책적 지원이 반드시 수반되어야 한다”면서 “이를 위해 국토부와 함께 2021년 제정된 생활물류서비스발전법을 면밀히 검토하여 올 12월부터 이륜차 배달라이더들에게 실질적인 도움이 될 수 있는 방향으로 개정해 나갈 것이며, 정부 여당의 국토위 간사 의원으로서 정부의 지원을 이끌어낼 수 있도록 최선의 노력을 다하겠다”고 덧붙였다.

The attendees of the event also agreed that various support improvements and effective policies are needed for motorcycle delivery workers, and promised to work together to solve the problem.

In addition to Song Ki-seon, the president of the National Motorcycle Delivery Riders Association, Professor Lee Su-beom of Seoul City University, who attended as the moderator, Professor Kim Pil-soo of Daerim University, who gave the opening remarks, Director Lee Yoon-ho of the Citizens’ Coalition for Safe Living, Director Woo Seong-moon of the News Production Division of the Daegu-Gyeongbuk SO Association, and Chairman Lee Young-hak of the Daegu Chapter of the National Motorcycle Delivery Riders Association, experts from various fields all expressed their opinions in one voice that it is urgent to establish a support system for delivery riders and revise the Living Logistics Service Act.

In particular, while the number of domestic two-wheeled vehicles reported is around 2.5 to 2.6 million, various systems for two-wheeled vehicles are absent (licensing system, use reporting system, insurance system, maintenance system, inspection system, scrapping system, etc.), and the negative view of two-wheeled vehicles is spreading to negative perception of the delivery industry itself, and the working environment and welfare benefits of delivery workers are backward and underdeveloped.

In order to solve this, it is urgent to revise the Living Logistics Service Act, and it was suggested that ▶ the National Two-wheeled Delivery Riders Association, which has been representing the position of delivery riders for several years, should be promoted to a legal entity, and ▶ regulations for mandatory installation of living logistics shelters and support should be established.

Cho Tae-young, head of the Living Logistics Team at the Ministry of Land, Infrastructure and Transport, responded, “We will positively review the overall contents discussed, such as improving working conditions, developing and providing insurance products through mutual aid associations, expanding safety education, expanding living logistics shelters, and recognizing the establishment of the association as a legal entity, and reflect them in related policies.”

Baek Won-guk, the 2nd Vice Minister of Land, Infrastructure and Transport, stated, “As of last year, the online delivery service transaction volume was announced to have reached 26 trillion won, and as a result, there are many tasks that need to be solved, as there are many paths for growth,” and “The government will do its best to create safe delivery conditions, such as safety education and expansion of insurance products, and we will also deeply consider the proposed policy improvement directions.” Rep. Kwon Young-jin stated, “In order to prevent motorcycle delivery workers from working in dangerous work environments and from continuing to make unstable livelihoods, legislative and policy support must be provided,” and added, “To this end, we will closely review the Living Logistics Service Development Act enacted in 2021 with the Ministry of Land, Infrastructure and Transport and revise it in a direction that can provide practical help to motorcycle delivery riders starting this December.
