【브레이크뉴스 대구】진예솔 기자=국민의힘 권영진 의원(대구달서병)이 대표 발의한 ‘산업입지 및 개발에 관한 법률 개정안’(이하 ‘산업입지법 개정안’)과 ‘한국토지주택공사법 개정안’(이하 ‘LH법 개정안’)이 14일 국회 본회의를 통과했다.

산업입지법 개정안은 산업단지 내 편의·주거시설을 확대하고 재생사업 활성화를 지원함으로써 노후화된 산업단지의 정주환경을 개선하는 내용을 골자로 하고 있다.

이번 법률 개정을 계기로 앞으로는 준공된 100만㎡ 이상 산업단지에서 개발계획 변경 없이 실시 계획 수립만으로도 편의·주거시설 도입과 같은 개발행위가 가능해진다. 개정안이 시행되면 산업단지 내 정주환경이 개선되고 통해 청년층 유입이 증가 될 것으로 기대된다.

또한 재생사업지구로 지정·고시된 경우 토지거래허가구역 지정 기간을 ‘재생사업 시행 기간’으로 명확히 하고 조례를 통해 시행 기간을 축소할 수도 있게 규정되어, 개정안을 통해 재생사업이 원활하게 추진될 것으로도 기대된다.

함께 통과된 LH법 개정안은 한국토지주택공사(이하 ‘LH공사’)의 법정자본금을 50조 원 에서 65조 원으로 15조 원 상향하는 내용이다.

LH공사는 공공임대주택 공급 등 주거복지사업 비용의 일부를 법정자본금 한도 내에서 정부로부터 출자받고 있다. 그런데 주거복지사업 수요가 꾸준히 늘어나면서 LH공사의 내년 1분기 납입자본금이 법정자본금(50조 원)을 초과할 것으로 예상되고 있다. 

이에 권 의원은 지난 7월 31일, LH공사의 주거복지 사업 추진의 안정성을 확보하기 위해 개정안을 대표 발의했다.

권영진 의원은 “개정 산업입지법이 시행되면 산업단지가 일만 하는 일터가 아닌, 문화·여가·주거환경이 어루어진 ‘삶터’와 ‘놀터’로 탈바꿈할 것으로 기대된다”면서 “더 나은 정주환경을 바탕으로 우리나라 산업단지가 앞으로도 우리 경제 발전의 버팀목 역할을 해나 갈수 있도록 지원 할 것이다”라고 밝혔다. 

아울러 “LH법 개정을 통해 LH의 법정자본금이 증액되어 사업수행 여력이 확보된 만큼, 공공임대주택 공급의 원활한 추진을 통한 서민 주거복지가 한층 강화될 것으로 기대된다” 며 “주택공급 정책 뿐만 아니라, LH가 지방균형발전사업과 전세사기 피해자 지원 등 주택분야 민생정책들이 차질 없이 추진 될 수 있도록 지속적으로 살펴 나갈 것이다” 라고 전했다.

The LH Act amendment that was passed together increases the statutory capital of the Korea Land and Housing Corporation (hereinafter referred to as ‘LH Corporation’) by 15 trillion won from 50 trillion won to 65 trillion won.

LH Corporation receives a portion of the cost of housing welfare projects such as public rental housing supply from the government within the statutory capital limit. However, as demand for housing welfare projects continues to increase, LH Corporation’s paid-in capital in the first quarter of next year is expected to exceed the statutory capital (50 trillion won).

Accordingly, on July 31, Rep. Kwon proposed an amendment to secure the stability of LH Corporation’s housing welfare project.

Rep. Kwon Young-jin said, “Once the revised Industrial Location Act is implemented, industrial complexes are expected to transform from being just places to work to ‘living places’ and ‘play places’ that combine culture, leisure, and residential environments,” and added, “We will support our country’s industrial complexes so that they can continue to serve as pillars of our economic development based on a better residential environment.”

He also said, “As the statutory capital of LH has been increased through the revision of the LH Act, securing the capacity to carry out business, it is expected that the welfare of ordinary citizens’ housing will be further strengthened through the smooth promotion of the supply of public rental housing,” and added, “In addition to housing supply policies, we will continue to monitor LH’s livelihood policies in the housing sector, such as the local balanced development project and support for victims of jeonse fraud, so that they can be promoted without a hitch.”
