지난 8월 권 의원은 전국 주요 거점 대도시권의 교통편의 제고를 위해 시행되고 있는 광역교통 개선대책이 신속하게 추진 될 수 있도록 하는 ‘대도시권 광역교통 관리에 관한 특별법’ (이하 ‘광역교통법) 일부개정법률안을 대표발의 한 바 있다.
해당 개정안에는 광역교통 개선대책 중 도로사업의 경우, 도로사업계획의 승인을 받은 개발사업 시행자가 토지 등을 수용·사용할 수 있도록 하는 근거 규정을 담고 있다.
다만 현행 토지보상법에 따르면 토지보상법에 명시되어있는 사업에 한하여 토지 수용·사용이 가능하게 되어있다.
이에 권 의원은 도로사업계획의 승인을 받은 개발사업 시행자가 토지 등을 수용·사용할 수 있도록 하는 내용의 토지보상법 일부개정법률안을 대표 발의했다.
권영진 의원은 “신도시의 정주여건을 좌우하는 핵심 요소 중 하나가 교통 인프라”라며 “광역교통망이 차질 없이 구축될 수 있도록 뒷받침하고 주민들의 교통편의를 높여주기 위해 개정안을 대표 발의 했다”라고 밝혔다.
아울러 그는 “지방의 광역시와 인근의 소도시를 이어주는 도로가 부족한 실정이다”라면서 “향후 지방에서 신도시를 조성하거나 대규모 개발사업을 추진할 때 도로사업이 막힘없이 이행될 수 있도록 개정안 국회 통과에 최선을 다하겠다”고 밝혔다.
