이날 김 전 의원은 “인구 감소와 성서공단 노후화로 도시 활력이 점점 떨어지는 달서구를 행정·문화·산업·축제·힐링문화·주민복지 등 5대 분야에서 대대적으로 혁신하겠다”며 “달서구를 완전히 새롭게 바꾸겠다”고 포부를 밝혔다.

특히 김 전 의원은 “출마는 직급의 문제가 아니라 어떤 역할을 할 것인가의 문제”라며, “국회의원보다 행정 현장에서 직접 주민 삶을 바꾸는 것이 더 큰 책임감과 보람으로 다가온다”고 말했다.

또 경찰 시절 현장 경험을 강조하며 “기초단체장은 지역 발전 측면에서 국회의원보다 훨씬 더 중요한 역할을 할 수 있다”고 강조했다.

현 구청장 재임 동안 예산 운용 논란과 관련해서는 “달서구 예산이 1조 원을 넘지만 복지 예산 비중이 크고, 실제로 주민 생활에 효율적으로 쓰이지 못하고 있다는 지적이 많다”며 “혹시 전시성 사업이나 기관장 치적 쌓기용으로 보이는 부분이 있다면 반드시 재검토가 필요하다”고 말했다. 300억 원이 넘는 예산이 투입되는 에코전망대 사업에 대해서도 “비용에 걸맞은 주민 체감 효과가 있는지 꼼꼼히 따져봐야 한다”고 밝혔다.

핵심 공약으로 ‘5대 분야 대혁신’을 내걸었다. 행정·문화 부문에서는 조직 안팎 존중 문화 확산과 주민과의 소통 창구 확대, 예산 집행의 투명성과 건전성 강화, 그리고 시설관리공단 설립 추진 등을 밝혔다. 성서공단은 일자리·거주·여가가 어우러진 미래 혁신 거점으로 탈바꿈시킬 계획이다.

지역 축제는 기존의 노래자랑 중심 행사에서 벗어나 권역별 특화 콘텐츠를 도입하고, 이를 골목상권과 지역 경제 활성화로 연결하겠다고 설명했다. 또 힐링문화 부문에서는 월배차량기지 후적지 활용, 친환경 레저 콘텐츠 개발, 주요 공원과 수변공원을 잇는 관광 로드 조성을 약속했다. 주민복지 부문에서는 온종일 아이돌봄 지원 확대, 실수요자 중심 복지, ‘우리동네 복지기동대’ 신설 등도 공약했다.

김 전 의원은 “달서구의 변화는 말이 아니라 결단과 실행에서 시작된다”며, “누구보다 고향 달서를 사랑하는 마음으로 변화의 맨 앞에 서겠다”고 강조했다.
