앞서 경찰력 부족에 따른 치안 공백을 보완하기 위한 자원봉사 조직인 자율방범대의 활동을 지원하기 위해 「자율방범대 설치 및 운영에 관한 법률」이 제정되었지만 초소 지원에 대한 근거 규정이 없어 자율방범대원들은 초소가 없거나 있더라도 좁고 낡은 컨테이너에서 활동해야 하는 열악한 환경에 방치되었다는 지적이 제기되었다.
이에 김용판 의원은 이번 개정안에 국가 또는 지방자치단체가 범죄예방 등 지역사회 안전을 위해 필요하다고 인정하는 경우, 자율방범대에 국유·공유 재산을 무상으로 대부하거나 사용하게 할 수 있도록 하는 규정을 신설해 자율방범활동을 안정적으로 할 수 있는 기반이 확보되도록 했다고 밝혔다.
김용판 의원은 “전국 4,200여 개 조직, 약 10만 명의 자율방범대원들은 봉사 정신 하나로 지역사회에 큰 역할을 하고 있지만, 초소에 대한 지원 근거가 없어 열악한 환경에서 활동하고 있다”며 “이번 개정안을 통해 자율방범대원들이 더 나은 환경에서 치안유지 활동을 펼칠 수 있기를 바란다.”고 밝혔다.
