경북도지사 출마를 선언한 김재원 국민의힘 최고위원은 특별법이 무산되자 더불어민주당과 정부를 겨냥해 "이번 정권은 애초부터 대구·경북 통합에 전혀 관심이 없었다"며 강하게 비판했다. 

그러면서도 "제대로 된 절차를 밟았다면 이렇게 쉽게 무산되지 않았을 것"이라며 추진 과정의 한계를 지적했다.

25일 오후 3시 30분, 국민의힘 경북도당에서 열린 긴급 기자간담회에서 김 최고위원은 "특별법만 내면 모든 게 순조롭게 풀릴 거라 기대한 건 너무 순진한 생각이었다"면서 "민주당은 절차와 명분을 이유로 언제든 발을 뺄 준비가 돼 있었다"고 말했다. 

이어 "지금 와서 내부 책임만 따지는 것은 본질에서 어긋난 논쟁"이라며 "속은 사람에게 무슨 죄가 있느냐"고 덧붙였다.

지역 정치권 일각에서는 김재원 최고위원이 언급한 ‘속은 사람’이라는 표현이 대구·경북 행정통합 추진에 앞장섰던 이철우 경북도지사를 겨냥한 것 아니냐는 관측을 내놨다. 

김 최고위원이 차기 경북도지사 출마를 준비하는 가운데, 통합 실패의 책임을 직접적으로 묻기보다는 ‘정치적 오판’으로 에둘러 표현했다는 분석이다.

김 후보는 통합 추진 과정 자체에 대한 비판도 이어갔다. 그는 "도민들의 의견을 제대로 수렴하지 않은 채 일부 정치인들이 속도를 냈다"며, "그 결과 통합은 정치적 방패도 없이 무너졌다"고 꼬집었다. 주민투표나 공개 토론 등 충분한 공론화 절차도 없이 사업이 추진됐다는 점에서 "국회에서는 다수결의 문제점을 비판하면서 정작 지역의 중요한 사안에선 내부 반대를 외면한 것은 자기모순"이라고 지적했다.

민주당을 향한 비판 수위도 높아졌다. 김 후보는 "민주당 주요 인사들의 발언을 보면 관심은 충남·대전, 광주·전남 통합에만 쏠려 있었다"며 "정치적 부담이 큰 지역 통합에 대해서는 처음부터 극히 소극적이었다"고 비판했다. 이어 "재정 지원 20조 원에만 모든 희망을 걸었던 접근 방식이 결국 민주당에게 '절차 미비'라는 명분을 줘버렸다"고 설명했다.

이재명 더불어민주당 대표가 SNS를 통해 야당 책임론을 들고 나온 데 대해서도, 김 후보는 "여당이 마음만 먹으면 통과시킬 수 있었던 법안을 야당 탓으로 돌리는 건 책임 회피에 불과하다"고 일침을 놨다. "숫자를 가진 쪽이 책임을 피하는 전형적인 모습"이라며 "야당에 책임을 묻는 것은 현실을 왜곡하는 것"이라고 지적했다.

다만 김 후보는 행정통합 자체를 반대하지 않으며 "통합의 필요성도 있고, 무리한 통합은 오히려 독이 될 수 있다는 주장도 모두 주민들이 납득하고 동의할 때 비로소 설득력을 갖는다"며 "충분한 설명과 공론화 과정을 거친 뒤, 지방선거나 주민투표를 통해 판단받는 것이 정공법"이라고 덧붙였다. 총선과 통합 단체장 선출을 연계하는 방안도 제시했다.

최근 지역사회 내에서 갈등이 커지는 것에 대해서도 김 후보는 우려를 나타냈다. "한 명도 소외되지 않는 통합을 외치지만 실제로는 반대 집회와 현수막이 이어지고 있다"고 지적하면서, "이런 상황에서는 행정통합이 미래 전략이 아닌 정치적 소모전으로 전락할 위험이 크다"고 강조했다.

한편, 특별법 무산에 대해 정부와 더불어민주당은 "무리한 추진에 따른 불가피한 결과"라는 입장을 내놓고 있다. 하지만 대구·경북 통합 논의가 사실상 멈춰선 지금, 각 진영의 책임론은 극명하게 엇갈리고 있다.

The Democratic Party was prepared to back out at any time, citing procedural and justification reasons."

He continued, "To focus solely on internal accountability now is a fundamentally flawed argument. What crime can be inflicted on someone who was deceived?"

Some in the local political community speculated that Supreme Council member Kim Jae-won's use of the term "deceived person" was aimed at North Gyeongsang Province Governor Lee Cheol-woo, who spearheaded the administrative integration of Daegu and North Gyeongsang Province.

As Supreme Council member Kim prepares to run for the next governor of North Gyeongsang Province, analysts suggest he indirectly attributed the failure to a "political miscalculation" rather than directly holding the government accountable for the integration's failure.

Candidate Kim also continued to criticize the integration process itself. He stated, "Some politicians pushed ahead without properly gathering the opinions of the residents of the province," and "As a result, the integration collapsed without a political shield." He added that the project was pushed forward without sufficient public consultation procedures, such as a referendum or public debate. He added, "It's self-contradictory to criticize the problems of majority rule in the National Assembly while ignoring internal opposition on important local issues."

Criticism of the Democratic Party also intensified. Candidate Kim criticized, "Looking at the statements of key figures in the Democratic Party, their focus was solely on the integration of South Chungcheong Province and Daejeon, and Gwangju and South Jeolla Province. They were extremely passive from the beginning about regional integration, which carries a significant political burden." He continued, "Their approach, which pinned all their hopes on the 20 trillion won in financial support, ultimately gave the Democratic Party the excuse of 'procedural deficiencies.'"

Regarding Democratic Party leader Lee Jae-myung's social media attempts to hold the opposition party accountable, Kim criticized, "Blaming the opposition for a bill the ruling party could have passed if it had wanted to is nothing more than evading responsibility." However, candidate Kim does not oppose administrative integration per se, stating, "The argument that integration is necessary and that excessive integration can be detrimental is only persuasive when residents understand and agree with it." He added, "The proper way to proceed is to have sufficient explanations and public discussion, followed by a local election or referendum." He also proposed linking the general election with the election of the integrated mayor.

Candidate Kim also expressed concern about the recent increase in conflict within local communities. He pointed out, "They call for integration that leaves no one behind, but in reality, protests and banners continue to oppose it." He emphasized, "Under these circumstances, there is a high risk that administrative integration will devolve into a political war of attrition rather than a future strategy."

Meanwhile, the government and the Democratic Party of Korea have maintained that the failure of the special law was an "inevitable consequence of excessive pursuit." However, with discussions on the integration of Daegu and Gyeongbuk effectively at a standstill, the respective camps are sharply divided on their responsibility.
