지역별로는 경기도가 457명으로 가장 많았으며, 서울 383명, 울산 216명, 경북 194명, 부산 166명, 강원 86명, 충남 58명 순으로 뒤를 이었다.

그러면서 “같은 위법 사안에 대해 누가 처벌하느냐에 따라 처벌 수위가 차이가 난다는 것은 형평성 차원에서도 문제 소지가 있을 수 있어 이런 우려를 불식시키기 위해선 처벌 기준 재정비가 필요해 보인다.”라고 말했다.
