최근 ‘도로교통법’이 개정되면서 긴급자동차에 대한 특례 범위가 확대되어소방자동차가 신속히 출동할 수 있는 환경이 마련되었지만, 실질적으로 현장에신속히 출동하기 위해서는 국가와 지방자치단체가 소방자동차의 출동 환경조성을 위한 행정적, 재정적 지원이 필요하다는 지적이 제기되어 왔다.

특히, 도심지의교통량 증가와 신호대기로 인한 차량정체가 심화 되는 등 다양한 교통 환경은소방자동차의 신속한 출동을 저해하고 교통사고까지 유발하고 있어 국가 차원의 지원과 노력이 필요하다는 목소리가 높다.  

실제 ‘최근 5년간 소방차 교통사고’는 2015년 119건, 2016년 151건, 2017년 142건, 2018년 136건, 2019년 210건으로 총 758건의 소방차 교통사고가 발생했고, 그중 72%가 긴급출동 중에 신호등이 있는 교차로 등에서 발생한 것으로 분석됐다.

또한, 화재 신고 뒤 현장까지 7분 안에 도착하는 이른바 소방차의 ‘골든타임’ 확보율은 평균 65%에 불과한 것으로 나타났다.

이번 개정안은 국가 또는 지방자치단체에게 소방대의 신속한 현장 도착을 위한 출동 환경조성 의무를 부여하고, 이를 위해 소방청장 등이 도로의 교차로등에서 필요한 조치를 경찰청장 등 관계 기관의 장에게 요청할 수 있도록 하는 것이 주요 골자다.

김용판 의원은 “긴급 현장에 신속하게 도착하기 위해서는 소방관의 위험을 무릅쓴 운전행위가 불가피해 출동 중 교통사고가 증가할 수밖에 없는 상황”이라며 “관계 기관의 협력과 지자체의 지원을 바탕으로 긴급우선신호시스템을 활성화해 보다 안전하고 신속한 소방활동을 보장하여 국민의 생명과 재산을 보호해야 한다.”라고 말했다.
