그러면서 그는 “이 법은 특정 정당의 법이 아니라 지방소멸을 막기 위한 국가적 책무”라며 “전남과 경북은 소멸 위기의 최전선에 서 있고, 대구와 광주는 1인당 지역총생산이 최하위권”이라고 주장했다. 그러면서 “지역의 생존 앞에서 여야가 따로 있을 수 없다. 마지막까지 설득하겠다”고 강조했다.
