그는 “실질적 권한과 특례도 빠진 채 속도전만 했을 뿐”이라며 보류의 불가피성을 강조했다. 또 더불어민주당과 이재명 대표를 겨냥해 “대구·경북 결집을 막으려는 정치적 갈라치기 전략”이라고 비판했다. 

통합을 이끌어온 이철우 전 경북지사 측에는 자치권과 재정권을 제대로 확보하지 못했다고 쏘아붙였으며, 통합 논의는 차기 지방선거 이후 새 지도부가 충분히 공론화한 뒤 다시 접근해야 한다고 주장했다.
