이번 사안에 대해 시민단체 우리복지시민연합은 21일 성명을 내고 “잡음과 일탈, 비리로 얼룩진 지방의회 해외연수에 대한 수사를 명명백백하게 밝혀 엄중하게 처벌하라”고 경찰에 강력 촉구했다.

우리복지시민연합은 “지금까지 지방의원들의 해외연수는 기회가 있을 때마다 ‘세계일주’에 가까운 수준으로 진행돼 왔으며, 부실한 기획과 수필 수준의 보고서로는 선진정책 도입은커녕 관광성 일정에 그치고 있다”고 비판했다. 이어 “이미 기능을 상실한 해외연수 제도는 즉각 폐지해야 한다”고 목소리를 높였다.

특히 이들은 지난해 12월 국민권익위원회가 발표한 ‘지방의회 국외출장 실태점검’ 결과를 언급하며 “대구시의회, 동구·수성구·군위군의회 등이 심각한 부정을 저지른 것으로 드러났고, 이번 수사는 그 연장선”이라고 강조했다.

단체는 “지방의원들의 의정활동 꽃이 ‘행정사무감사’가 아닌 ‘해외연수’가 되어버린 현실을 개탄하지 않을 수 없다”며 “정말 연수를 원한다면 의원들끼리 ‘여행계’라도 만들어 자비로 다녀오라”고 직격탄을 날렸다.

마지막으로 이들은 “경찰은 시민 세금을 쌈짓돈처럼 쓰는 지방의원들의 부정한 해외연수 의혹을 철저하고 신속하게 수사해 진상을 명확히 밝히고, 부패에 대해서는 엄중히 처벌하라”고 촉구했다.

지방의회 해외연수는 그간 수차례 ‘세금 낭비’와 ‘무용론’에 시달려왔지만, 뚜렷한 개선 없이 반복돼왔다. 이번 경찰 수사가 ‘해외연수 무용론’에 종지부를 찍을 수 있을지 지역사회의 관심이 집중되고 있다.
