최근 5년간 국가공무원의 성비위 징계는 1,091건 중 68% 이상이 교육부(교원포함)와 경찰청 공무원인 것으로 드러났다.

국민의힘 김용판 의원(대구 달서구병)이 인사혁신처로부터 제출받은 자료에 따르면 2016년 190건, 2017년 227건, 2018년 213건, 2019년 242건, 2020년 219건으로 5년간 총 1,091건의 국가공무원 성비위가 발생한 것으로 확인된다. 

적발된 성비위를 유형별로 보면 성매매 119건, 성폭력 479건, 성희롱 493건으로 나타났으며, 강력범죄로 분류되는 성폭력은 약 44%에 육박하고 있다.

성비위가 가장 많이 발생한 곳은 교육부(교원포함)와 경찰청으로 각각 508건, 237건이 발생하며 전체의 68%이상을 차지했다.

 세부적으로는 성매매 73건(교육부 56건, 경찰청 17건), 성폭력 352건(교육부 270건, 경찰청 82건), 성희롱 320건(교육부182건 ,경찰청 138건)이다.

그러나 성비위로 인한 징계는 파면 96건, 해임 295건, 강등 63건, 정직 289건, 감봉 162건, 견책 186건으로 솜방망이 처벌에 불과하다는 지적이 나온다.

김용판 의원은 “교육과 치안을 담당하는 공무원들의 비위가 압도적으로 높은 것은 비극”이라면서 “국민 눈높이에 걸맞는 공직사회의 도덕성을 갖추기 위해 환골탈태 수준의 노력이 필요하다”고 강조했다.

The most frequent occurrence of sexual assault was the Ministry of Education (including teachers) and the National Police Agency, with 508 and 237 cases, respectively, accounting for more than 68% of the total.

 Specifically, there were 73 cases of prostitution (56 cases from the Ministry of Education, 17 cases from the National Police Agency), 352 cases of sexual violence (270 cases from the Ministry of Education, 82 cases from the National Police Agency), and 320 cases of sexual harassment (182 cases from the Ministry of Education, 138 cases from the National Police Agency).

However, it is pointed out that disciplinary action due to the sexual harassment committee is just a blunt punishment with 96 cases of dismissal, 295 cases of dismissal, 63 cases of demotion, 289 cases of suspension, 162 cases of wage reduction, and 186 cases of reprimand.

Rep. Kim Yong-pan said, "It is a tragedy that the public officials in charge of education and security are overwhelmingly disrespectful," he said.
