【브레이크뉴스 대구】진예솔 기자=대구시교육청과 경북교육청이  ‘2025년 1차 학교폭력 실태조사’ 결과를 발표했다.

이번 조사는 지난 4월 14일부터 5월 13일까지 실시한 것으로 초등학교 4학년부터 고등학교 3학년까지 전국 학생을 대상으로 진행됐다.

대구는 전체 학생 18만4,259명 중 16만7,724명이 참여해 참여율 91.0%를 기록했으며, 피해 응답률은 1.1%로 전국 평균(2.5%)보다 1.4% 낮아 전국 최저 수준을 보였다. 학교급별로도 초등 2.0%, 중등 1.0%, 고등 0.4%로 모두 전국 평균보다 낮았다. 

피해 유형은 언어폭력(39.2%), 집단따돌림(15.8%), 신체폭력(13.6%) 순으로 나타났다.

반면 경북은 전체 학생 19만812명 중 16만4,599명이 참여해 참여율 86.3%로 전국 평균(82.2%)을 웃돌았다. 피해 응답률은 2.6%로 전국 평균보다 0.1%p 높았으며, 특히 초등학생은 6.0%로 전년보다 0.8%p 증가해 ‘사소한 갈등도 폭력으로 인식해 응답하는 경향’이 반영된 것으로 분석됐다. 

피해 유형은 언어폭력(38.8%), 집단따돌림(15.9%), 신체폭력(14.8%), 사이버폭력(7.4%) 순이었으며, 성폭력·사이버폭력·스토킹 비율은 전년 대비 증가했다.

대구시교육청은 마음교육과 공감 프로젝트 등 ‘3-STEP 체제’를 통해 사전예방·신속대응·피해학생 지원을 강화하고, 학부모와 함께하는 예방교육을 확대한다. 

경북교육청은 학년별 어울림 프로그램과 교원용 생활지도 자료를 보급하고, 학생 주도 캠페인을 지속하는 한편 성폭력·사이버폭력 증가에 대응해 경찰과 협력한 디지털 범죄 예방 교육을 강화한다.

강은희 대구시교육감은 “학교폭력 건수를 줄이는 것을 넘어 교육 본질에 충실한 생활교육을 정착시키겠다”고 밝혔다.

임종식 경북도교육감은 “학생이 체감할 수 있는 예방책을 마련해 안전하고 따뜻한 교육환경을 만들겠다”고 말했다.

The survey, conducted from April 14 to May 13, targeted students nationwide, from fourth grade in elementary school to third grade in high school.

Daegu had a participation rate of 91.0%, with 167,724 of 184,259 students participating. The victimization response rate was 1.1%, 1.4 percentage points lower than the national average of 2.5%, the lowest in the country. By school level, elementary school students reported 2.0%, middle school 1.0%, and high school 0.4%, all of which were below the national average.

The most common types of victimization included verbal abuse (39.2%), group bullying (15.8%), and physical violence (13.6%).

In contrast, Gyeongbuk Province saw a participation rate of 86.3%, exceeding the national average of 82.2%, with 164,599 of its 190,812 students participating. The victimization rate was 2.6%, 0.1 percentage points higher than the national average. In particular, elementary school students reported a 6.0% increase, a 0.8 percentage point increase from the previous year, reflecting a tendency to perceive even minor conflicts as violence.

The most common types of victimization included verbal abuse (38.8%), group bullying (15.9%), physical violence (14.8%), and cyberbullying (7.4%). The rates of sexual violence, cyberbullying, and stalking increased compared to the previous year.

The Daegu Metropolitan Office of Education will strengthen prevention, rapid response, and support for victimized students through a "3-STEP system" including mind education and empathy projects, and expand prevention education programs with parents.

The Gyeongbuk Office of Education will distribute grade-level social programs and guidance materials for teachers, continue student-led campaigns, and strengthen digital crime prevention education in collaboration with the police to address the rise in sexual violence and cyberbullying.

Daegu Metropolitan Superintendent of Education Kang Eun-hee stated, "We will go beyond reducing school violence and establish a lifelong education that is faithful to the essence of education."

Gyeongbuk Provincial Superintendent of Education Lim Jong-sik stated, "We will create a safe and warm learning environment by establishing preventative measures that students can experience."
