그러나 강은희 대구시교육감은 “지방교육재정교부금을 상황에 따라서 변환이 가능하도록 또 지방교육청이 어려워지면 다시 원상 복귀를 하는 이런 조금 유연한 정책이 일부는 필요하지 않나 생각한다.”고 밝히며 눈길을 끌었다.

강 교육감은 “교육청에서도 매년 일정 분량 이상을 한꺼번에 소화해내는 것이 어려운 경우도 꽤 있다.”면서 “늘어난 지방교육재정교부금을 보다 효율적으로 집행하는 것에 대한 고민은 필요하지 않나 생각하며 더불어 지방교육재정이 안정적으로 확보될 필요성에도 공감하고 있다.”고 덧붙여 말했다.

이와 같은 강은희 교육감의 발언에 문정복 의원은 “교육감님께서 하신 답변이 일선에 있는 학부모들에게 얼마나 큰 파장을 일으킬 건지 염두에 두시고 하시는 말씀이셔야 한다.”고 꼬집으며 “일정 부분 교부금이 남아 쌓이는 것도 있지만 그것은 교육청이 일하지 않아서 생긴 문제”라고 지적했다.

그러면서 “아직도 40년 이상 된 학교가 줄을 잇고 아직도 하변기를 사용하는 곳도 있다.”고 지적하며 “그런데 그 돈을 뺏어다가 대학생들한테 지원해서는 안되고 그 돈은 다른 곳에서 마련해야 한다.”고 목소리를 높였다.
