더불어민주당 허영 의원은 “무려 70년 된 기관총이나 박격포가 아직까지 운용되는 등 제2작사의 주요 노후 장비 현황을 보니까 굉장히 심각하다”며 “장비 노후화는 군 사기에도 굉장히 영향이 미치는 건데 어떤 개선 노력을 하고 있는지”를 물었다.

더불어민주당 김병주 의원은 “제2작사의 장비 노후율은 60%에 달한다”며 “부족장비가 육군경비정, 소형 무장헬기, 전투원용 무전기 등 6종류, 수명초과장비가 박격포, 차량용 위성장비 화생방 정찰 차량 등 11개 품목”이라고 밝혔다.

더불어민주당 박범계 의원은 “전력화가 전방위주로 되어있는 것 같다”며 “첨단 과학기술 강군 선도부대로 아미타이거 지금 시범 부대는 전방 부대로 선정돼 있고 2작사는 전혀 없다”고 설명했다. 

그러면서 “앞서 의원들이 말한 바와 같이 사령관님께서 균형발전, 지방분권 차원에서 국방부에, 국방위원들에게 적극적인 어필을 하시길 바란다”고 당부했다.

이에 대해 고창준 작전사령관은 “작전사 전력화되는 부분들, 예산 편성에 관련된 부분들은 상급부대에서 건의하겠다”며 “국회에서도 관심을 가져주시길 바란다”고 답했다.

In response, Operations Command Commander Ko Chang-jun said, “I will make suggestions to the higher-level units regarding the parts of the operational force that are being deployed and the parts related to budget allocation,” and “I hope that the National Assembly will also take interest.”
