22일 오전 11시 육군 제2작전사령부에 대한 국정감사가 진행됐다.

가장 먼저 질의에 나선 더불어민주당 김민석 의원은 “임성근 사단장은 사실상 외견상 지휘로 보이는 행동을 했는데 본인은 작전통제권을 행사하기 어려웠다고 했다”며 “과업지시서상 모든 책임은 2작사 50사단으로 이어지는 라인에 있다”고 지적했다.

그는 “그렇다면 임성근 사단장의 행위는 어떻게 판단해야 하는가”라며 “작전권을 벗어난 행위로 판단한다면 근본적으로 직권남용에 해당하는 것 아닌가라는 문제가 제기 될 수 있다”고 꼬집었다.

더불어민주당 추미애 의원은 “지난해 7월 수해 복구 작전 당시 임성근 사단장은 명령 책임 체계가 2작사로 이전되었는데도 현장에서 대원들에게 물에 들어가라고 지시했다”며 “명령 지휘 체계를 어겼는데 2작사는 임 사단장에 불령 위반에 어떤 조치를 내렸나”를 따져 물었다.

고창준 작전사령관은 “관련된 사항에 대해서는 추가적인 조치가 없었던 것으로 안다”고 답변했다.

이에 추 의원은 “경북경찰청이 임성근 사단장의 혐의에 대해 지휘 체계가 이전됐기 때문에 권한이 없어 책임도 없다는 몰상식한 판단을 내렸다”며 “2작사가 책임을 져야한다. 기록이 남아 있을테니까 불령 위반 조치를 해야 한다”고 강조했다.
