이날 국감에서는 경북대학교와 경북대학교병원을 둘러싼 교육·의료 현장의 구조적인 문제에 대한 집중 질의가 이어졌다. 특히 글로컬 대학 사업 D등급 판정, 예산 집행 부진, 일부 필수과 전공의가 한 명도 없는 상황 등 총체적인 위기가 도마에 올랐다.

고민정 더불어민주당 의원은 경북대 글로컬대학 사업이 최하 등급인 D를 받았다는 점을 먼저 꼬집었다. “한 번 더 D등급을 받으면 사업에서 제외된다”는 경고의 목소리도 나왔다.

고 의원은 “1년 차 예산 50억 원 가운데 48억 원이 이월됐다. 사실상 사업을 진행하지 않은 것 아닌가”라며 강하게 질타했다. 또 “예산 집행률은 극히 낮고, 대학 구성원들의 사업 참여도 활발하지 않다. 대구시와의 실무 협의도 부족했다”고 덧붙였다.

사업 실적 보고서와 관련해서도, 그는 “5개 과제와 15개 세부 과제 대부분이 ‘추진 중’으로만 적혀 있다. 이런 보고서로는 사업 의지가 없다고 볼 수밖에 없다”며 아쉬움을 드러냈다.

이에 허영우 총장은 “사업 기획은 전임 총장 시절에 시작됐지만, 제가 인수한 뒤로는 보완과 개선에 힘쓰고 있다”고 답했다.

고 의원은 “처음부터 세팅이 잘못됐다 보니 이후 사업들도 차질을 빚고 있다. 현 집행부가 책임감을 갖고 개선해야 한다”고 강조했다.

또 “경북대를 떠올릴 때 대표 전공이 뚜렷하지 않다”며 “거점국립대답게 선택과 집중이 필요하다”고 재차 지적했다. 이에 허 총장은 “재정 지원 사업이 칸막이식으로 분리돼 있어 자율적으로 집행하기 어렵다. 이런 제도가 개선돼야 선택과 집중이 가능하다”고 말했다.

경북대병원, 비정규직 의사·전공의 부족에 이중고

경북대학교병원의 인력난 역시 논란이 됐다. 김민전 의원은 “경북대병원은 국립대병원 중 계약직·비정규직 의사 비율이 가장 높다. 왜 이렇게 계약직이 많은지 궁금하다”고 질의했다.

양동헌 병원장은 “공공기관법에 따라 병원의 전체 인건비 상한선이 정해져 있고, 이 때문에 정규직 교수 충원이 쉽지 않다. 결국 임상 교수나 진료 교수 중심으로 채용할 수밖에 없다”고 설명했다.

전공의 부족도 심각한 문제로 거론됐다. 백승아 의원은 “경북대병원 전공의 충원율이 81%에서 47.4%로 크게 떨어졌다. 소아청소년과 전공의는 0명, 흉부외과 전공의는 1명”이라고 실태를 지적했다.

이에 대해 양 병원장은 “필수과 인건비와 행정적 지원이 시급하다. 또 현장 의료진과 전공의들의 심리적 피로도가 높아 근무 환경 개선이 절실하다”고 밝혔다.

허영우 총장 역시 “전공의 부족은 단순히 병원 인력의 문제가 아니라, 지역 의료의 미래와도 직결된 사안이다”며 “수련 환경, 근무 여건 개선은 물론 의료 분쟁 불안 해소를 위한 보호 장치 마련이 필요하다”고 강조했다.

양 병원장은 “병상 감축, 응급실·수술실 축소 등으로 비용 절감에 나서고 있지만, 여전히 재정적으로 어렵다. 국립대병원인 만큼 법적 제약도 많아 정부의 제도적·재정적 지원이 반드시 필요하다”고 목소리를 높였다.
