22일 오전 11시 국회 국방위원회 육군 제2작전사령부에 대한 국정감사에서 부대 이전에 관한 질문이 잇따라 나와 눈길을 끌었다.

지난해 12월 대구시와 국방부는 ‘민·군 상생방안 모색을 위한 업무협약’을 체결하고 대구시 소재 국군부대 이전 등을 통한 대구시 지역발전과 군 임무수행 여건 및 정주환경 개선 협력을 약속했다.

육군 제2작전사령부와 제50보병사단, 제5군수지원사령부, 공군 방공포병학교 등 4곳이 이전 대상이다.

국민의힘 강대식 의원은 “군부대 이전 사업에 있어 2작사가 가장 중요하게 생각하는 평가 요소는 무엇인가”와 “군부대 유치 희망 기초자치단체의 임무 수행 가능성 평가는 마무리 되었나”를 물었다.

그러면서 “후보지가 선정이 되면 주민들의 수용성이 매우 중요하다고 생각한다”며 “지역과 상생 발전할 수 있는 방안을 발굴해서 국방부에 적극 건의를 해 주시고 지역 주민들하고의 긴밀한 소통을 해달라”고 당부했다.

더불어민주당 박범계 의원은 “범어4동과 만촌3동이 포함된 제2작사 부대는 노른자땅이라고 평가되어 시민들이 군부대 이전을 간절히 원하는 모양”이라며 “이에 대해 현재 사령관님의 의지는 어떤가”를 질문했다.

국민의힘 임종득 의원은 “군부대 이전의 주체는 제2작사인데 국방부가 이를 주도하는 것처럼 보인다”며 “전‧평시 임무수행에 문제가 없어야하고 장병 복지에 문제가 없어야한다는 조건을 관철 시킬 수 있도록 노력해달라”고 주문했다.

Democratic Party of Korea lawmaker Park Beom-gye said, “The 2nd Corps, which includes Beomeo 4-dong and Manchon 3-dong, is considered a golden land, so it seems that the citizens desperately want the military base to be relocated,” and asked, “What is the commander’s current intention on this?”

People Power Party lawmaker Lim Jong-deuk said, “The 2nd Corps is the main body for the military base relocation, but it seems that the Ministry of National Defense is leading it,” and requested, “Please make efforts to enforce the conditions that there should be no problems with the performance of missions in wartime and peacetime, and no problems with the welfare of soldiers.”
