대구시 김정기 권한대행은 “집회의 자유를 존중해 허가한 것”이라 해명했지만, 윤 의원은 “조례 위반이 반복된다면 법적 조치도 고려할 수 있다”고 경고했다.

대구경북신공항 논란

동일 회의에서 국민의힘 주호영 의원과 더불어민주당 양부남 의원은 대구경북신공항 건설 사업의 한계를 지적하며 국가의 직접 개입을 촉구했다.

주 의원은 “신공항의 본질은 도심 전투비행단 이전”이라며 “군 공항은 국가 시설임에도 대구시가 직접 추진하고 있으며, 총 사업비가 20조 원에 달해 지방 재정으로 감당하기 어렵다”고 밝혔다. 이어 “국가가 책임져야 할 일을 지방에 떠넘기는 것은 부당하다”고 강조했다.

양 의원은 사업 구조의 근본적 문제를 지적하며 “군 공항 이전은 시민 소음 문제에서 비롯된 것으로, 재정 사업이 아닌 기부대 양여 방식으로 추진됐다”며 법령 개정과 대구·광주 협력을 제안했다. 대구시 측은 “법령 및 지침 개정을 위해 기재부와 지속적으로 협의 중”이라고 밝혔다.

청년 인구 감소와 정책 부족

더불어민주당 이광희 의원은 대구 청년층 인구 감소 문제를 집중 지적했다. 그는 “2015년부터 2023년까지 대구 청년 인구는 17.1% 감소해 전국 평균 12%를 웃돌았다”며 “특히 지난해에는 8천 명의 청년이 낮은 임금과 일자리 부족으로 수도권으로 떠났다”고 밝혔다. 대구의 고용률은 2025년 기준 57.3%로, 전년 대비 0.5% 하락했다.

청년 정책 예산도 6개 광역시 중 최하위 수준으로, 144억 원에 불과하다. 이 의원은 “대구가 청년들에게 인색한 정책을 펴고 있다”며 전시성·낭비성 예산 집행 사례를 함께 지적했다. 신천 프로포즈 조성 사업(143억 원), 박정희 동상 건립 사업(10억 원), 금호 꽃섬 정원 박람회(15억 원) 등이 대표적이다. 일부 사업은 원상 복구 과정에서 예산이 낭비됐고, 보조금 반납 규모도 2023년 55억 원, 2024년 40억 원에 달했다.

이 의원은 “예산을 확보하고도 집행하지 않는 관행이 남아 있다”며 “청년 문제 해결을 위해 보다 실질적이고 적극적인 정책이 필요하다”고 강조했다.

시민 세금 낭비 문제

기본소득당 용혜인 의원은 전임 시장 행정과 시민 세금 낭비 문제를 강하게 질타했다. 그는 “대구시가 전임 시장의 잘못된 행정을 감싸며 시민 혈세를 낭비하고 있다”며 소송비와 손해배상금도 시민 부담으로 전가되고 있다고 지적했다. 

또한 “공무원 골프대회 예산, 관사 리모델링 비용 등도 반복적으로 비공개 처리됐다”며 투명성 문제를 언급했다. 용 의원은 “대구시는 시민 세금을 투명하게 관리하고, 법적 책임을 회피하지 않아야 한다”고 강조했다.

Lee stated, "Daegu is pursuing stingy policies for young people," and pointed out examples of ostentatious and wasteful budget execution. Examples include the Sincheon Proposal Project (14.3 billion won), the Park Chung-hee Statue Construction Project (1 billion won), and the Geumho Flower Island Garden Expo (1.5 billion won). Some projects have wasted budgets during restoration, and subsidy returns amounted to 5.5 billion won in 2023 and 4 billion won in 2024.

Representative Lee emphasized, "The practice of securing budgets but not executing them remains," and "More practical and proactive policies are needed to address youth issues."

Waste of Citizens' Taxes

Representative Yong Hye-in of the Basic Income Party strongly criticized the previous mayor's administration and the waste of citizens' tax money. She stated, "The city of Daegu is wasting citizens' tax money by covering up the former mayor's mismanagement," and pointed out that legal fees and damages are also being passed on to citizens.

She also raised the issue of transparency, stating, "Budgets for public official golf tournaments and official residence remodeling costs were repeatedly disclosed." Representative Yong emphasized, "Daegu City must manage citizens' tax money transparently and not evade legal responsibility."
