【브레이크뉴스 의성】진예솔 기자=국민의힘 박형수 의원(의성·청송·영덕·울진)이 행정안전부, 기획재정부와 만나 산불피해지역 복구를 위한 논의에 나섰다.

지난 10일 박형수 의원은 신성범 의원, 서범수 의원, 김형동 의원, 서천호 의원과 함께행정안전부 이한경 재난안전관리본부장(차관)과 재난안전관리 실무책임자들을 만났다.

이날 의원들은 ‘산불피해 복구 지원방향 검토안’을 보고 받고 ▶주택 소실에 대한 주거비 지원 현실화(단가 상향), ▶상가, 건물, 창고 등 소실 피해 지원 ▶생계비 지원 상향과 농가생계안정 특별위로금 지원, ▶대파대와 과수목 보상단가 현실화(실거래가 수준 지원), ▶농기계 피해 지원비율과 보상단가 현실화와 보상기종 확대, ▶영덕 양식장 피해지원 ▶소상공인·중소기업 피해 복구지원(철거비 등), ▶국가지정문화재 응급복구 지원, ▶임산물 피해보상 품목에 ‘송이’를 포함할 것과 밤, 대추, 조경수 등 임산물 보상단가 현실화, ▶수산 분야 피해 지원 비율과 보상단가 및 보상기종 확대, ▶ 대형 냉동창고와 사회복지시설 복구비 지원대상에 포함, ▶양봉, 축산업(가축, 사료 등)에 대한 피해보상 등을 주문했다.

이에 행안부 이한경 차관은 “사유시설과 공공시설에 대해 자연재난 지원기준과 동일하게 적용하되, 피해주민의 주거•생계 안정을 감안해 기존 단가를 상회하는 추가 지원을 검토하겠다”고 입장을 밝혔다.

11일에는 박형수 의원, 신성범 의원, 서범수 의원, 김형동 의원, 임종득 의원, 서천호 의원이 기획재정부 김윤상 제2차관(예산담당)을 만났다.

이들은 이번 4월 추경에 ‘산불피해지역지원사업’이 충분히 반영될 수 있도록 요청했다. 

의원들은 “산불피해 긴급복구와 산불예방·진화시스템 선진화사업과 산불피해지역을 전략지원 해달라”면서 “추경예산안에 행안부에서 요청한 피해 복구 예산을 항목별로 편성하되, 누락 항목 없이 충실히 반영되도록 해달라”고 말했다.

또한 “이번 산불피해 규모가 역대급인 점을 감안해 기존의 ‘사회재난 구호 및 복구체계’ 에 얽매이지 말고 제도변경을 통해서라도 주택파손 등에 대한 실질적 지원이 될 수 있도록 해달라”고 강력히 주문했다. 

김 차관은 “추경안 마무리 단계에 있지만 충분히 검토해서 반영하겠다”고 답변을 했다.

이번 정부추경안은 4월 18일 국회에 제출될 예정이며, 4월 말까지 의결을 목표로 하고 있다.

They requested that the ‘Forest Fire Damage Area Support Project’ be sufficiently reflected in the supplementary budget this April.

The lawmakers said, “Please provide strategic support for forest fire damage emergency recovery and forest fire prevention/suppression system advancement projects and forest fire damage areas,” and “Please organize the damage recovery budget requested by the Ministry of the Interior and Safety in the supplementary budget by item, but faithfully reflect it without any omissions.”

He also strongly requested, “Considering that the scale of the damage from this wildfire is unprecedented, do not be bound by the existing ‘social disaster relief and recovery system’, but rather change the system so that practical support can be provided for housing damage, etc.”

Vice Minister Kim responded, “We are in the final stages of the supplementary budget, but we will thoroughly review it and reflect it.”

This government supplementary budget is scheduled to be submitted to the National Assembly on April 18, and the goal is to pass it by the end of April.
