A씨는 지난 3월 22일 경북 의성군 안평면의 선산에서 성묘 중 봉분에 자란 나뭇가지를 태우기 위해 라이터로 불을 붙였고, 불씨가 완전히 꺼졌는지 확인하지 않은 채 주변에 던져 산불을 낸 혐의를 받는다.

같은 날 B씨는 의성군 안계면 자택 인근 과수원에서 쓰레기를 소각한 뒤 불씨를 완전히 끄지 않은 채 자리를 떠났고, 이 불이 산으로 번진 것으로 조사됐다.

검찰은 이들의 부주의가 의성에서 시작된 산불을 안동, 청송, 영양, 영덕 등 4개 시군으로 확산시키는 계기가 됐다고 밝혔다. 이로 인해 최대 7만6천여 헥타르의 산림이 소실됐으며, 1986년 산불 통계 작성 이래 최대 피해 면적으로 기록됐다.

산불로 이재민 3,500여 명이 발생하고, 약 1조500억 원에 달하는 재산 피해가 발생한 것으로 추산됐다. 향후 복구비는 1조8천억 원 이상이 소요될 전망이다.
