지난 8일 이 지사는 휴가 기간 임에도 서울에서 기업인을 만나 동해안 호텔과 리조트 유치를 위한 회의를 진행했다.

이날 이철우 지사는 기업이 제안한 대규모 리조트 사업에 대한 설명을 직접 듣고 협력을 위한 방안을 논의했으며, 경상북도에서 의욕적으로 추진 중인 동해안과 백두대간에 대한 호텔‧리조트를 위한 지역활성화투자펀드 등을 포함한 협력 방안에 대해 직접 설명했다.

10일에는 울진산불 복구 현장을 둘러보고 경북 수련원 건설 예정지인 영덕 고래불해수욕장을 방문했다.

이 지사는 영덕군수 및 기업인들과 함께 ‘관어대’에 올라 고래불해수욕장을 둘러싸고 있는 관광자원들을 설명했다. 또한 정부의 지역활성화투자펀드 제도를 소개하며 지방정부와 민간이 함께 주주가 되어 추진하는 형태로 경북 동해안의 7번 국도를 따라 호텔과 리조트를 건설하는 구상을 소개하기도 했다.

경북 수련원은 애초 도청직원의 복지휴양시설로 기획된 사업이지만 이철우 지사의 지시로 민간투자 사업으로 전환됐으며, 민간투자로 재정을 아끼고 민간의 창의적인 사업기획으로 고래불해수욕장 일원에 호텔과 리조트를 건설하는 프로젝트이다.

현장에 함께한 김광열 영덕군수는 “지역관광개발을 통한 관광 활성화를 위해선 민간투자가 절실하다”며 “영덕군도 적극적으로 참여하겠다”고 밝혔다.

손병복 울진군수는 “울진군도 백암온천 관광특구 등 노후화된 관광 자원에 민간투자의 바람이 불 수 있게 노력해 경북도의 민간투자 지원에 힘을 보태겠다”고 언급했다.

이철우 지사는 “민간이 투자하려 해도 용적률이나 건폐율 기준이 지나치게 엄격하게 설정되어 있어 사업성 확보에 어려움을 겪고 있다”며 “동해안 일원에 규제 완화를 할 수 있는 방안도 검토하라”고 지시했다.

아울러 “지방정부의 공동투자, 규제 완화 그리고 민간의 과감한 투자의사 결정 이 세 가지가 결합한다면 경북의 동해안이 대한민국의 대표휴양지로 발돋움하는 길을 열 수 있을 것이다”고 강조했다.
