【브레이크뉴스 경북】이성현 기자=산불특별법이 국회를 통과하면서 경상북도의 복구 지원과 피해지역의 완전한 재창조 계획이 구체화 되고 있다.

경북도(도지사 이철우)는 29일 도청 브리핑룸에서‘산불 피해 복구현황 및 혁신적 재창조 계획’을 발표하고 산불 피해지역의 혁신적 재창조 구상을 공개했다.

산불피해 구제액은 역대 최대 지원은 신속하게

아픈 몸에도 불구하고 이철우 도지사 자신이 직접 브리핑에 나섰다. 경북도가 확보한 복구지원비는 산불 피해 구제와 관련해 역대 최대 규모인 약 1조 8천310억원. 이 가운데 기존의 재난 복구지원 기준보다 상향된 4천213억원이 생계비와 주거지원비로 지급됐다. 

또, 제대로 된 집에서 생활할 수 있도록 2천430세대에게 2천525동의 임시주택을 제공했으며, 국민들의 따뜻한 마음으로 마련된 기부금 약 744억원도 유가족 위로금과 구호소 현장지원, 임시주택 건립 등에 긴요하게 사용했다.  

추석을 맞이한 이재민에 대한 특별지원도 시행하고 있다. 이미, 사랑의 온기나눔 릴레이를 통한 이미용 등 자원봉사단을 운영했고, 온기 나눔 명절선물도 지급했다. 임시 조립주택의 소방‧전기‧안전 등 시설물의 안전 점검도 완료했으며, 임시 조립주택에 거주하는 피해 주민들을 대상으로 심리상담과 치유 등 맞춤형 의료지원은 지속적으로 이어갈 계획이라고 밝혔다.

한편, 경북도는 산불 피해 복구와 관련해 그동안 산불피해재창조본부를 중심으로 움직여 왔다. 지난 5월 출범한 산불피해재창조본부는 마을주택재창조사업단, 농업과수개선사업단, 산림재난혁신단의 3개 사업단으로 구성되어 마을과 농업, 산림 부문의 산불 피해 복구를 전담하고 있다.

경북도, 재난 피해 지원에 새 지평을 열다.

지난 9월 25일 본회의를 통과한 특별법에는 이제까지의 재난복구체계에서 제외됐던 피해 지원에 대한 범위가 대폭 확대되어 앞으로 재난 시 이재민 등에 대한 지원이 더욱 실증화될 전망이다. 

경북도는 1)현 재난 복구 체계에서 제외된 다양한 피해들에 대한 추가 피해 인정과 보상‧지원을 논의할 기구로 국무총리 소속의 피해 지원 및 재건위원회 구성을 제안해 인정됐다. 

여기에 2) 지방차지에 각종 권한위임과 규제완화, 기업지원 등 특례를 통한 민간투자 유치로 신속한 피해복구와 혁신적 재창조 사업을 추진하기 위한 산림투자선도지구와 3) 산림은 보존하되, 경제적으로 활용하는 산림소득성장모델로서 산림경영특구도 반영됐다. 

이들 세 가지 제도들은 모두 경상북도가 기획하고 제안한 제도로서, 향후 피해지역의 재건과 산림정책의 대전환을 선도할 수 있을 것으로 기대된다.

산불극복 재창조 프로젝트 기본구상은 이러한 산불피해의 신속한 복구와 지역의 혁신적 재창조를 위한 사업안들이 제안됐다. ‘사라지는 마을을 살아나는 마을로’, ‘바라보는 산에서 돈이 되는 산으로’라는 비전 아래 산불 피해시군별로 공동체, 산림‧생태, 문화‧관광, 농임업‧농촌, 환경‧에너지 5대 분야별 38개의 전략사업안으로 구성됐다. 

이는 산불대응‧예방과 산림 대전환을 위한 연구기관 설립, 피해 산지를 복구하고 산림자원을 보존하되 경제적으로 활용하기 위한 사업, 산림으로서의 기능을 상실한 산지의 개발을 통해 지역의 새로운 일자리와 소득을 창출하기 위한 사업 등 다양한 사업들이 포함되어 있다.

이를 통해 ▲ 안동시에는 산림휴양복합단지, K-WOOD 목재산업 클러스터▲ 의성군에는 산림경영특구 시범사업, 산불피해임야 대단위 스마트과원 ▲ 청송군에는 산림미래혁신센터 유치, 골프장 ▲ 영양군에는 자작누리 명품산촌, 산채스마트팜 혁신단지 ▲ 영덕군에는 송이 생물자원 스마트밸리, 골프장‧리조트 등이 주요 사업으로 우선 검토되고 있다.

특히, 1시군 1호텔 프로젝트, 지역활성화투자펀드 등 경상북도의 민간투자활성화 정책이 특별법과 연동되면 강력한 시너지를 낼 수 있을 것으로 경북도는 기대하고 있다.

경상북도는 이들 주요 민간투자사업과 산림투자선도지구를 결합해 신속하고 원활한 사업 추진을 지원한다는 방침이다. 산림투자선도지구에 부여된 농지‧산지 등 관리 권한 위임과 규제완화, 기업지원 특례들은 행정절차를 간소화하고 불확실성을 제거함으로써 민간투자자의 투자결정을 더욱 더 용이하게 할 수 있을 것이다. 앞으로 기업들을 대상으로 투자설명회를 개최하는 등 적극적인 투자 유치 활동을 이어나갈 계획이다.

이철우 도지사는 “‘바라보는 산에서 돈이되는 산으로, 사라지는 마을에서 살아나는 마을로’는 경북도정을 이끌어 오면서 소멸되고 낙후되어가는 지역을 현장에서 볼 때마다 간절하게 희망하고 마음 다졌던 책임이자 바람이다”며“특별법의 통과로 제도적 기반이 갖추어진 만큼, 피해 주민들이 빨리 일상과 안정을 되찾고 피해지역이 전화 위복의 혁신적 재창조 지역으로 거듭날 수 있도록 모든 역량을 집중하겠다”고 말했다.

Special support is also being provided to evacuees in preparation for Chuseok. Volunteer groups, including hairdressers, have already been organized through the "Sharing the Warmth of Love" relay program, and holiday gifts have been distributed. Safety inspections of the temporary prefabricated housing facilities, including fire safety, electrical, and safety equipment, have also been completed. The province announced plans to continue providing customized medical support, including psychological counseling and treatment, to affected residents.

Meanwhile, Gyeongsangbuk-do Province has been focusing on the Wildfire Damage Reconstruction Headquarters in its wildfire recovery efforts. Launched in May, the Forest Fire Damage Rehabilitation Headquarters consists of three divisions: the Village Housing Rehabilitation Project, the Agricultural and Fruit Tree Improvement Project, and the Forest Disaster Innovation Project. It is dedicated to forest fire recovery in the village, agricultural, and forestry sectors.

Gyeongsangbuk-do Province Opens New Horizons in Disaster Damage Support.

The special law, passed by the plenary session on September 25, significantly expands the scope of damage support previously excluded from the disaster recovery system, promising to further enhance support for disaster victims and others in the future.

Gyeongsangbuk-do Province proposed and received approval to establish a Damage Support and Reconstruction Committee under the Prime Minister to: 1) discuss additional damage recognition, compensation, and support for various types of damage not previously covered by the current disaster recovery system; 2) Forest Investment Pilot Zones, designed to attract private investment through special measures such as delegation of authority, deregulation, and corporate support to local governments, and 3) Forest Management Special Zones, designed as a model for forest income growth that preserves forests while utilizing them economically, were also included.

These three systems were all planned and proposed by Gyeongsangbuk-do Province and are expected to lead the way in the reconstruction of affected areas and a major shift in forest policy.

The basic concept of the Forest Fire Recovery and Regeneration Project proposes business plans for rapid recovery from forest fire damage and innovative regional regeneration. Under the vision of "From Disappearing Villages to Reviving Villages" and "From Mountains to Profitable Mountains," 38 strategic business plans were developed for each affected city or county in five key sectors: community, forestry and ecology, culture and tourism, agriculture, forestry and rural areas, and environment and energy.

This includes the establishment of a research institute for forest fire response and prevention and forest transformation, projects to restore damaged forests and preserve forest resources while utilizing them economically, and projects to create new local jobs and income through the development of forests that have lost their forest function.

Through these initiatives, key projects under consideration include: ▲ a forest recreation complex and K-WOOD timber industry cluster in Andong City;

▲ a pilot forest management special zone and large-scale smart orchards on forest fire-damaged land in Uiseong County; ▲ a Forest Future Innovation Center and golf course in Cheongsong County; ▲ a Jajaknuri Premium Mountain Village and a Mountain Vegetable Smart Farm Innovation Complex in Yeongyang County; and ▲ a Songi Bioresource Smart Valley, golf course, and resort in Yeongdeok County.

In particular, Gyeongsangbuk-do Province anticipates that linking the special law with Gyeongsangbuk-do's private investment promotion policies, such as the One City, One County, One Hotel Project and the Regional Revitalization Investment Fund, will create powerful synergy.

Gyeongsangbuk-do Province plans to support the swift and smooth implementation of these major private investment projects by combining them with the Forest Investment Pilot Zone. The delegation of management authority for agricultural and mountainous land, deregulation, and special corporate support granted to the Forest Investment Pilot Zone will simplify administrative procedures and eliminate uncertainty, thereby facilitating investment decisions for private investors. Going forward, the province plans to continue proactive investment attraction efforts, including holding investment briefings for companies.

Governor Lee Cheol-woo stated, "'From a mountain to a profitable one, from a village to a village to a village to revive' is a responsibility and aspiration I have ardently aspired to while leading the Gyeongsangbuk-do provincial administration, every time I witnessed a region disappearing or falling behind. With the passage of the special law establishing the institutional foundation, I will dedicate all my resources to ensuring that affected residents quickly regain their daily lives and stability, and that these areas are transformed into innovative and regenerative regions that can turn the devastation into a blessing."
